Town of Bayview
November 11, 2025
Meeting was called to order at 6:00 p.m. by Chair Don Jenicek.
Roll Call: Chair Don Jenicek, present; Supervisor Bill Bodin, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present; Supervisor Mike Garnich, present via phone;
Others in attendance: Mike Yonan, Paul Norris.
Approval of Town Board Meeting Minutes from 10/14/2025: Motion made by Bill Bodin to approve as presented; seconded by Don Jenicek. Motion carried.
Approval of Road Tour Minutes from 10/14/2025: Motion made by Bill Bodin to approve as presented; seconded by Don Jenicek. Motion carried.
Treasurer’s Report by Kelly Warren: Checking $57,575.51; Equipment $5791.58; Room Tax $17,121.99; Contingency Fund $ 24,618.16; and Tax Levy Savings $45,027.40.
Citizen’s Concerns and Comments: None.
Town Hall paint/siding and repairs and water—Discussion and possible action: New siding prices were discussed. Materials and installation for lower end siding (vinyl or LP Smart Board) would run $35,000; high end (diamond coat) would run more like $45,000. Town might need to take out a loan to cover costs and there might not be any contractors available for this coming summer.
Need to get sheet rock work done in basement so we can get it painted.
Hall water needs to be tested to see if it can be remedied or if we need a new well. Mike Garnich has a contact he can reach out to.
Houghton Falls Nature Preserve (HFNP) updates: There has actually been progress. The appellate court is requesting more information about the easements—Don Jenicek will meet with John Carlson.
Endorsement letter of support for Scenic Byways Coastal Management Grant City of Washburn—Discussion and possible action: The City of Washburn wants to apply for a grant for Scenic Byways for new brochures. They would like our support. There would be no financial burden to the Town. Motion made by Bill Bodin that the Town of Bayview send a letter of endorsement to the City of Washburn in support of their Scenic Byways Coastal Grant application; seconded by Mike Garnich. Motion carried. Don Jenicek will contact Mary Motiff about this.
Roads Report: Most road holes have been patched. Were changing blades on mower tractor and ended up with a fuel leak; fuel pump has been repaired. Mower tractor got a flat tire out on Five Mile Road and is temporarily stranded out there. Salt sand is all set for winter. Got new blades for plow. Posts for cameras at HFNP are not yet in place so cameras are not yet up.
Board Comments: Discussion was held regarding the feasibility of Freedom Valley Lane becoming a Town road so that it can be plowed by the Town in the winter or we could enter into an agreement with Town of Washburn for plowing. The road would have to be brought up to state specifications first. Discussed whether or not there would be any benefit to the Town financially and although perhaps not directly, it might improve property values along there and bring in more tax revenue. Additionally it would be serving that community which has the most dense housing of anywhere in the Town.
Correspondence: We are being asked to contribute financially to dumpsters for deer carcasses to help prevent the spread of chronic wasting disease but chose to decline. Notice from State of WI that land is being removed from Managed Forest Law early out at 79350 Big Rock Road. Clerk informed the Board that she applied for a subgrant from the WI Elections Commission for financial support for our .gov email hosting in the amount of $297. Planning and Zoning sent us info about their fall webinar series.
Payment of Bills: Motion made by Bill Bodin to approve payment of Town bills from October 15, 2025 to November 11, 2025 in the amount of $52,044.66; seconded by Mike Garnich. Motion carried.
Finalize budget process for 2026: The Board worked through the budget again and discussed at length the possibility of putting the cost of the new fire truck on the levy and what the process is for that as well as the issue of new siding for the town hall and whether we should take out a loan to finance that. We do have money left from this year to carry forward, but our road rebuild budget has been suffering and our roads need attention and that will incur costs.
The Board may elect to go into closed session pursuant to Wisconsin State Statute 19.85 (1)(c) for considering employment, compensation, or performance evaluation of road crew: Motion made at 8 p.m. by Don Jenicek to go into closed session; seconded by Bill Bodin. Kelly Warren and any attendees were dismissed. Motion made by Bill Bodin to come out of closed session at 8:13; seconded by Don Jenicek. Board returned to regular session.
Motion made by Don Jenicek to raise Butch Warren’s hourly rate to $22.25 per hour effective January 1, 2026, and to raise Mike Yonan’s hourly wage to $32.00 per hour effective January 1, 2026; seconded by Bill Bodin. All in favor, motion carried.
Next Town of Bayview Regular Board meeting is set for December 2, 2025, at 6 p.m.
Public Budget Hearing set for December 2, 2025, at 7 p.m.; Special Town Meeting of the Electors and Special Town Board Meeting to follow.
