Town of Bayview Regular Board Meeting

July 14, 2026

Meeting was called to order at 6:02 p.m. by Chair Don Jenicek.

Roll Call:  Chair Don Jenicek, present; Supervisor Mike Garnich, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present.  Supervisor Bill Bodin joined the meeting at 6:30 p.m.

Others in attendance:  Mike Yonan, Paul Johnson, Jamie Warren, Duane Potter.

Approval of Town Board Meeting Minutes from June 9, 2026:  Motion made by Mike Garnich to approve with two corrections to page 3; seconded by Don Jenicek.  All in favor, motion carried.

Approval of Road Tour Minutes from May 12, 2026:  Motion made by Mike Garnich to approve as submitted; seconded by Don Jenicek.  All in favor, motion carried.

Treasurer’s Report by Kelly Warren:  Checking $77,589.55; Equipment $8,794.32; Room Tax $15,154.07; Contingency Fund $ 34,709.43; and Tax Levy Savings $125,447.74.

Citizen’s Concerns and Comments:   Paul Johnson would like to invite people to the Town picnic who do not necessarily live in the Town but who have a connection to its history; the Board was supportive of this idea.

Business of the Quarter—Discussion and possible action:  Tabled.

Review Ordinance 13-02 Revised 06/10/2013 Notice of Records Access—Discussion and possible action:  John Carlson was going to work on this, but he is not present tonight.  Clerk will contact him.

Continue discussion regarding creating a records retention policy—Tabled.

Begin discussion regarding creating a policy in the event that a retail alcohol establishment closes but maintains their license to sell:  Tabled—research what other towns are doing.  Mike Garnich will call other towns.

Begin discussion regarding creating a policy for Board of Review for the confidentiality of income and expense information provided to the Assessor under state law (WI Stat. 70.47 (7)(af)):  Clerk presented a tentative policy.  Motion made by Mike Garnich to approve as written; seconded by Don Jenicek.  Two in favor, supervisor Bill Bodin absent; motion carried.

Begin discussion regarding creating a policy for Board of Review for the procedure for waiver of BOR hearing requests:  Clerk presented a tentative policy.  Motion made by Mike Garnich to adopt the policy as submitted; seconded by Don Jenicek.  Two in favor, supervisor Bill Bodin absent; motion carried.

Update on Town Hall siding progress:  So far there have been no issues.  Lucas Stewart and his workers are doing a good job.

Town Hall painting—Discussion and possible action:  We got an estimate from Lucas Stewart of $4,500 to paint w/c ramp/posts/back deck (estimate includes the cost of paint); we should get another estimate.  The cement block also needs to be repainted.  Don will write up a scope of work to submit to 2 prospective painters.

Update on new water filtration system for Town Hall:  This can happen in August after the siding job is complete as we’ll have to dig up the yard for this.

Purchase a new Ford F250 pickup to replace our existing Ford F350 that is suffering a catastrophic engine problem—Discussion and possible action:  Old National Bank interest rate would be between 5.25% and 5.5% with a $350 loan origination fee; Mike Yonan looked online and the State Trust Fund Loan Program would be higher at 5.75%.  Ford does not offer financing.  Do we want to finance any, some, or all of the cost of a new truck?  Discussed having Treasurer shop around and compare rates.  Motion made by Mike Garnich to approve the purchase of a Ford F250 pick up truck for the cost of $56,656.50; seconded by Bill Bodin.  All in favor, motion carried.  Clerk will call Preston at the Ford dealership tomorrow to let him know to go ahead with the order and will stop and sign paperwork if allowed (vs. Chair) and needed.  Financing decision to go on next month’s agenda.

Allow Town Board members to be hired to help Town Road Crew (this summer)—Discussion and possible action:  Discussion held.  Board members can do work for Towns for up to $15,000 total pay per year.  Since Mike Yonan has been working without help this summer, Mike Garnich has been doing work at Houghton Falls on the internet and has spread some calcium chloride.  Don Jenicek made a motion to allow Town Board members to be hired to help the Town Road Crew at a pay rate of $20 per hour for the summer of 2026; seconded by Bill Bodin.  Two in favor, Mike Garnich abstained; motion carried. 

The Board will enter closed session pursuant to Section 19.85 (1)(c) for “consideration of employment, promotion, compensation or performance evaluation data of any public employee”:  Don Jenicek made a motion to enter into closed session; seconded by Bill Bodin.  All in favor; motion carried.

Board reviewed and discussed job applications that were received by the stated deadline.

Motion made by Don Jenicek to adjourn closed session; seconded by Mike Garnich.  All in favor; motion carried.

Don Jenicek called the regular Board meeting back to order:  Clerk will set up requested interviews and let other applicants know that they will not be interviewed.  Interviews will be scheduled for the evening of July 27 beginning at 6 p.m., allowing ½ hour per interview.

Roads Report:  Mower needs $3000 in parts and about the same in labor—might take the money out of contingency fund.  Mike Yonan would like a real riding lawn mower—this one keeps going through belts.  Thinks he can get a Cub Cadet for about $3000.  Board is supportive of the purchase of new lawn tractor equipment.  Need to do a second calcium chloride application on Whiting Road.  Gravelling Friendly Valley Road from the Pringle’s residence up the hill.

Board Comments:  Mike Garnich purchased a “doohickey” for remote control opening of gate at Houghton Falls Nature Preserve and would like reimbursement—has receipt for clerk.

Don Jenicek called and emailed several bike trials people and the Bayfield Area Trails Group and let them know that Houghton Falls Nature Preserve is NOT to be opened to any kind of trails.

Correspondence:  Discussed emails from Bayfield County Zoning about parcel # 6725 in Town of Bayview, Kims Quarry LLC, regarding possible unpermitted road placement and quarrying going on there.

Payment of Bills:  Motion made by Mike Garnich to approve payment of Town bills from June 10, 2026, to July 14, 2026, in the amount of $53,480.56; seconded by Don Jenicek.  Motion carried.

Next Town of Bayview Regular Board meeting is set for Wednesday, August 12, 2026, at 6 p.m.

Moton to adjourn was made by Don Jenicek and seconded by Mike Garnich.  Meeting adjourned at 8:08 p.m.
