Monthly Board Meeting October 13th, 2020

October 13th, 2020
Meeting was called to order at 6:03 p.m. by Chairman Charly Ray.
Roll call: Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present were Cary Bouchard Paul Johnson, Mike Yonan and Butch Warren.
Minutes of September 9th, 2020. Motion was made by Don Jenicek seconded by Charly Ray to approve as presented. Motion carried.
Treasurer report by Kelly Warren. Checking $281,169.94; Equipment $3,399.09; Room tax $2,479.99.
Contingency $10,000.54 and Tax levy $21,373.53.
Citizens’ concerns and comments – None at this time.
Discussion and possible action on remote meetings. It was the consensus of the board that the remote meeting should be for a short time only. Charly Ray will investigate getting our own Zoom account, so that we do not have to use John Carlson’s.
Update discussion and possible action on Parks Committee and Depot. Paul Johnson noted that there would be a Parks Committee meeting on October 20th. The Depot will be using battery operated LED lights on the wall instead of installing a solar panel. There would be a fund-raising campaign in June 2021. Windows for the Depot will be arriving soon.
Houghton Falls Management Plan. Charly stated he believes it is time to update the HF Management Plan to address issues such as the access of neighbors to the Preserve, the increased use at the Preserve and plan for the future. Don Jenicek stated that the gate issues should be put to rest and that this issue should be taken off the agenda for the time being. After further discussion, no action was taken.
Houghton Falls Volunteers. Bill Bodin stated that the volunteers should sign up to fill Hannah’s position now that she is done. Discussion regarding the size of the volunteer group and agreement there needs to be a leadership committee for the Board to coordinate with. Bill Bodin suggested using a trail cam to see who is not using trails or the entrance. HFNP Volunteers Committee is still a work in progress. The Volunteer Committee should stay in touch with Bill Bodin and report he would report back at the next meeting.
Washburn Fire and Ambulance Contract. Motion was made by Don Jenicek seconded by Bill Bodin to approve contract with a five-year payment option for the new equipment. Motion carried.
Roads Report – by Mike Yonan.
They will be putting gravel on Smith Fire Lane on Thursday. Blacktop on W. Maki should be done next week.
2021 Budget discussion took place. Will be reviewed again at the November meeting. Discussion of funding for Houghton Falls Ambassador position for next summer. Discussion of adding the acquisition of a dump truck to the budget. Mike Yonan will get prices.
Payment of bills in the amount of $56,157.46. Motion was made by Bill Bodin seconded by Don Jenicek to approve as presented. Motion carried.
