October 12th, 2021
Meeting was called to order by Chair Don Jenicek at 6 P.M.
Roll call: Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Chair Don Jenicek, present; Clerk Wanda Hyde, present; Treasurer Kelly Warren, present. Others present were Mike Yonan, Paul Johnson, Mary Gruhl, Butch Warren and Brad Olson.
Minutes of 9/21/21. Motion was made by Mike Garnich seconded by Bill Bodin to approve minutes of 9/21/21 with one edit. Motion carried.
Treasurer report by Kelly Warren – Checking $63,774.83; Equipment $5,399.59; Room Tax $4,591.64; Contingency fund $20,002.18 and Tax levy savings $28,253.35.
Citizens concerns and comments –
Paul Johnson requested that the history committee be able to move the Town of Bayview Kiosk over a few feet to allow for a wooden wheelchair ramp to the depot building. Mike Garnich stated the board would approve this move if the History Committee took care of any expense.
Mary Gruhl reported that the History Committee had raised $35,000 and spent $25,000 on the Depot project.
HFNP update – Nothing new to report
Discussion of mold spores’ issue in basement. Some things the town could do to keep this from happening again were, install rain gutters, and sump pump in basement. Wanda Hyde reported she had not heard anything from the insurance adjuster. Don Jenicek requested Wanda Hyde send a copy of the estimate from PuroClean to insurance and contact another business for a second estimate. Another question is do we have a drain where water can get away from the building. Tabled until November.
Roads –
Mike Yonan reported that they had been dragging roads, spreading gravel on Washington, Peacy, Burlager and Kjarvick. Blades are on the wings for the grader. Salt/sand ordered.
LRIP Plan still will get the project this year which is planned for a Big Rock overlay.
Discussion and possible action regarding overnight camping/parking at Bayview Beach. Bill Bodin presented the board with a copy of the letter he had drafted. Motion was made by Don Jenicek seconded by Bill Bodin to adopt our Town Parks no camping policy notice of violation to be printed and put on windshields. Motion carried. Wanda Hyde was requested to get it printed by Heart Graphics for 100 copies of a 2-copy carbonless paper.
Ordinance 15-06 needs to be revised.
Redistricting plan was tabled.
Budget 2022 was reviewed, and several changes made. Will look at again in November
Payment of Bills in the amount of $134,453.80. Motion was made by Bill Bodin seconded by Mike Garnich to approve as presented. Motion carried.
Motion was made by Don Jenicek seconded by Mike Garnich to go into closed session per Wisconsin State Statutes 19.85 (1) (c) for considering employment, compensation or performance evaluation of road crew.
Motion was made by Don Jenicek seconded by Bill Bodin to reconvene in open session and take any necessary action on closed session items.
Motion was made by Mike Garnich seconded by Bill Bodin to give the employees a 8.33% increase in wages and change the policy from comp time to anything over 40 hours gets paid out. Motion carried.
Next meeting is set for November 9th, 2021, at 6 p.m.
December 7th will be the regular meeting at 6: p.m. with Public Hearing and Meeting to start at 7p.m.
