Monthly Board Meeting June 9th, 2020

June 9th, 2020
Meeting was called to order at 6 p.m. by Chairman Charly Ray.
Roll call: Supervisor, Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present were: Butch Warren, Mary Gruhl, Ed Gruhl, Mike Garnich, Mike Fitzgibbon, Paul Johnson, Mike Yonan, Paul Norris, Chris Engfer and Jo Bailey.
Minutes of May 19th, 2020. Motion was made by Bill Bodin seconded by Don Jenicek to approve as presented. Motion carried.
Treasurer Report was given by Kelly Warren. Checking $22,156.34; Equipment $3,398.98; Room tax $11,821.71; Contingency fund $10,000.21 and tax levy savings $89,372.33.
Citizens’ Concerns and Comments –
Paul Norris stated Whiting Road was wash boarding. Mike Yonan stated that calcium chloride was ordered for Whiting and as soon it comes it would be put in place, those who ordered calcium chloride have already received their portion. Brushing around the 35 mph signs will be done. Mike Fitzgibbon questioned why Whiting was not being paved instead of Maki Road. Charly Ray stated that Maki is a primary road where Whiting was residential.
It was decided to move agenda items 10 and 11 to this position.
Parks Committee minutes were handed out to board members for review. Charly Ray suggested we start a Recreational Land Use Plan for town lands be made, and that the Parks Committee could spearhead on the wording.
Don Jenicek questioned when the HFNP gate would be finished. Mike Yonan said he would check with contractor.
Mike Yonan also stated that the bathrooms at Bayview Park are now open. Fencing on the old railroad grade is working to keep people from entering HFNP through the back.
Bayview Historical Committee requested the use of a solar panel for LED lights outside for safety and inside for events. Suggestion was made that the post with solar panel be installed on the lakeside of Depot. The board approved the use of a solar panel with the first choice of placement to be on the lakeside of Depot, second choice would be by Kiosk.
Ed Gruhl stated that the Depot needed to be place on the insurance as well as contents. Paul Norris stated that the building dimensions were 15’x21’. Wanda Hyde stated she would contact insurance company. It was also brought up that our coverage for tools be updated. Mike Yonan would take care of this item.
Proposed Lease Agreement between the Town of Bayview and the Bayview History Committee was presented. After some discussion, it was decided Charly Ray would have the town attorney take a look at this proposal.
Discussion of Houghton Falls position was discussed. Erin Schlager was the only person to apply. It has been advertised in The Daily Press three times as well as on towns Facebook page and website. Motion was made by Bill Bodin seconded by Don Jenicek for Charly Ray to extend the position to Erin Schlager based on 20 hours a week. Motion carried.
Roads Report –
Mike Yonan stated they would be reclaiming on Maki Road before and after blacktop is put in place.
C & W Trucking will replace the culvert on Niemisto Road soon.
Road crew should start mowing shortly.
Mike Yonan reported he had found a lawn mower to replace the one that has been broken for $700. Motion was made by Don Jenicek seconded by Charly Ray to purchase the Craftsman GT5000 mower from Orion Oreskovich and funds would come from the equipment savings. Motion carried.
Financing for Maki Road. Motion was made by Don Jenicek seconded by Bill Bodin to look into borrowing up to $230,000. Motion was carried. Kelly Warren will look into various bank financing plus the State.
Wanda Hyde stated that she had place the advertisement in the Daily Press 3 times for each establishment and no one has contacted her with past due liquor bills or taxes.
Motion was made by Don Jenicek seconded by Bill Bodin to approve the Alcohol Beverage License for Good Thyme. Motion carried.
Motion was made by Bill Bodin seconded by Don Jenicek to approve the Alcohol Beverage License for Valhalla View Pub & Grub. Motion carried.
Payment of bills in the amount of $21,601.17. Motion was made by Don Jenicek seconded by Bill Bodin to approve and sign. Motion carried.
Correspondence – No action necessary.
Mike Yonan reported that Mike Kurschner has a lot of material on the road right of way. Charly Ray would draft a letter to Mike for removal.
Next meeting is for July 14 at 6 p.m. with Annual Meeting to start at 7:00 p.m.
