Monthly Board Meeting June 12th, 2018

Meeting was called to order by Chairman Charly Ray at 6:00 p.m.

Roll call:  Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Other present were:  David Hyde, Mike Garnich, Mary Gruhl, Mike Yonan, Mike Pagac, Bob & Nicola Cuty, Paul Johnson, Collin Cadotte, Mike Bailey and Butch Warren.

Minutes of May 29th, 2018 BOR were reviewed.  Motion was made by Don Jenicek seconded by Larry Nelson to approve as presented. Motion carried.

Minutes of May 8th regular board meeting.  Motion was made by Don Jenicek seconded by Larry Nelson to approve with the change Don Jenicek mentioned.  Motion carried.

Minutes of May 8th Road Tour were reviewed.  Motion was made by Larry Nelson seconded by Don Jenicek to approve.  Motion carried.

Treasurer Report was given by Kelly Warren, Treasurer.  Checking account $10,840.01; equipment account $4,829.73; room tax account $7,439.96 and tax levy account $76,252.52.

Citizen’s concerns – None at this time.

Charly Ray requested we move agenda items Roads Report and 5 Year Road Plan to right above payment of bills.

Bid opening for Whiting Road TRIP Project:

Discussion and review of bids took place.

Motion was made by Charly Ray seconded by Larry Nelson to accept the bid of Ashland Construction in the amount of $44,700.00.  Motion carried.

Kim Suske – wants the noise issue to be put on July’s agenda.

Parks Committee report was reviewed.

Annual picnic will be held on September 8th from 10a.m. until 2p.m.

Mike Garnich requested a waiver of liability for volunteers to sign to remove depot additions.  The town’s attorney is working on this with no charge to either Mike Garnich or the Town.

Yurt at Bayview Park discussion took place.  Charly Ray had received print outs of costs as well as building permit costs.  This unit could be rented thru AirBnB.

Don Jenicek feels too costly and Bayview only owns 17 acres at Bayview Park which is mostly wetlands, and opposed this venture using tax payer’s moneys, as well as not budgeted for in 2018.

Larry Nelson pretty much agreed with Don Jenicek and he felt it should be a more remote location for a Yurt.  There were also several suggestions from the tax payers attending this meeting. Charly closed discussion noting there was not support at this time on the Board.

Update on Houghton Falls archaeological dig.  Madeline Island Museum (MIM) curation agreement language was questioned by Don Jenicek.  “All artifacts recovered will be legal property of the MIM.”

After discussion motion was made by Larry Nelson and seconded by Charly Ray to keep the language as follows:

Archaeological investigations will be conducted by Drs. Heather Walder and John Creese under a Public Lands Archaeological Field Permit in Wisconsin.  All artifacts recovered will be legal property of the MIM.  The Town of Bayview, Wisconsin, which is the landowner of Houghton Falls Nature Preserve and State Natural Area, which contains BA-0271 may, in the future, request to collaborate on educational and outreach programming and any exhibits utilizing the artifacts.

Motion was made by Larry Nelson seconded by Charly Ray allowing the above language and adding language allowing the Town of Bayview to work with MIM.  Motion carried.  Don Jenicek abstained from voting.

Charly announced that we had received a grant from Bayfield County Health Department for $3,374 to be used at Houghton Falls Nature Preserve.

Xcel power line – no new information at this time.

Assessor Contract for 2018 – 2019 was reviewed.  Motion was made by Larry Nelson seconded by Don Jenicek to approve the two year contract in the amount of $7,000.00 each year.  Motion carried.

There being no issues, Don Jenicek made the motion Larry Nelson seconded to approve Valhalla View Pub & Grubs liquor license for 2018 – 2019.  Motion carried.

There being no issues, Don Jenicek made the motion Larry Nelson seconded to approve Good Thyme Restaurant liquor license for 2018 – 2019.  Motion carried.

Solar Energy system for the Town Hall location was presented by Bill Bailey and discussed. The system would be warranted for 30 years. Approval of contract would require $1,000 down and 2-3 weeks after permit approval from Bayfield Electric Coop, ½ down.  Motion was made by Charly Ray and seconded by Larry Nelson to proceed with NES contract with short term loan in the amount of $15,000.00 and to modify budget accordingly.  Motion carried.  Don Jenicek wanted it noted that he was not in favor of this motion as it was not in the budget.

Road Report – Mike Yonan stated that the calcium chloride would probably be in place next week.

He also reported that they would be starting on Smith Fire Lane next week.

5 Yr. Road Plan – No changes at this time.

Payment of bills in the amount of $26,260.53.  Motion was made by Don Jenicek seconded by Larry Nelson to approve bills as presented.  Motion carried.

Correspondence – No action needed.

Next meeting was set for July 10th, 2018 at 6:00 p.m.
