Monthly Board Meeting
February 12, 2013
Meeting was called to order at 6:00 p.m. by Chairman Al House.
Roll Call: Supervisor Larry Nelson, here; Supervisor Charly Ray, here; Chairman Al House, here; Treasurer Carol DeMars, absent. Others present were: David Hyde, Greg Rozier and Paul Norris.
Approval of Minutes of January 8th was tabled until next month.
Treasurer Report was given by Clerk Wanda Hyde. Checking $23,683.89; Tax Account $592,344.09; Equipment Fund $4,322.66 and Room Tax $4,001.59.
Payment of Bills in the amount of $298,441.84. Motion to approve and pay as presented was made by Charly Ray seconded by Larry Nelson. Motion carried.
Motion was made by Al House seconded by Charly Ray to send flowers for Patsy Avery’s funeral. Motion carried. She is Town Road Supervisors, Mike Yonan’s mother.
Citizens Concerns –
Communication system for town was discussed. Charly Ray has been working with Jan Victorson on this issue. Charly Ray will come up with wording for newsletter regarding town communication system when a disaster hits our township.
Road Report –
Ancillary fine for overweight trucks on Town Roads was discussed, no action at this time.
Motion to adopt State Equipment Rates for Town of Bayview was made by Charly Ray seconded by Larry Nelson. Motion carried.
Charly Ray gave a report on Little Sioux Bridge. He has been working with other agencies for funding and work that needs to be done. Charly will have more information at the March meeting.
Note: Road Committee will meet on February 18th at 6:00 p.m.
Centennial Committee will meet on February 18th at 7:00 p.m.
Old Business –
Motion was made by Al House seconded by Larry Nelson to approve Newsletter with changes and additions noted. Motion carried.
HFNP Proofs for story boards were reviewed and changes made. Motion to approve story boards with changes was made by Larry Nelson seconded by Charly Ray. Motion carried.
New Business–
Motion was made by Charly Ray and seconded by Larry Nelson that there will be no Special Assessments in 2013. Motion carried.
2012 Financial Report was reviewed. Motion was made by Larry Nelson seconded by Charly Ray to accept the 2012 Financial Report. Motion carried.
Motion to go into closed session per Wisconsin State Statutes 19.85(1) (b) and (c) for personnel matters was made by Larry Nelson seconded by Charly Ray. Roll call vote: Larry Nelson, yes; Charly Ray, yes and Al House, Yes. Motion carried.
Motion to come out of closed session was made by Charly Ray seconded by Larry Nelson. Roll call vote: Charly Ray, yes, Larry Nelson, yes and Al House, yes. Motion Carried.
Motion to reconvene in regular session was made by Charly Ray seconded by Larry Nelson. Motion carried.
Motion was made by Al House seconded by Charly Ray to end procedure of individual transfers and consolidate into single transfer for the purpose of tax refunds. Motion carried.
Motion was made by Al House seconded by Charly Ray to send letter regarding Town Board oversight of the town’s finances to the Town Treasurer. Motion carried.
