Monthly Board Meeting April 14th, 2015

April 14th, 2015
Meeting was called to order by Chairman, Charly Ray at 6:05 p.m.
Roll call: Larry Nelson Supervisor, present; Greg Rozier Supervisor, present: Charly Ray Chairman, present; Wanda Hyde Clerk, present and Carol DeMars Treasurer, present. Others present: David Hyde, Mike Garnich, Sue Radtke, Joe Johanik, Cary Bouchard, Kelly Warren, Paul Norris, Jennifer Croonborg-Murphy, Steve Kreuser, Deb Gierczic, Butch Warren and Joe Russo.
Approval of minutes of March 10th, 2015. Motion was made by Larry Nelson seconded by Greg Rozier to accept minutes as presented. Motion carried.
Treasurer report was given by Carol DeMars. Checking $51,602.62; Equipment fund $5,226.66; Room Tax $8,540.08 and Tax account $9,511.14.
Payment of bills was moved below new business.
Citizens’ concerns and comments-
Cory Bouchard expressed opposition to the “No Parking” signs having been removed from the North side of Houghton Falls Road. Cory requested that the Town Board reconsider this action and put the signs back up at least thru the summer to see how it works out.
Steve Kreuser said his property was inaccessible for 2-3 week this spring and would like to see more work done on this Forest Road.
Sue Radtke reported that someone had dumped approximately a dozen tires along Whiting Road. Larry Nelson stated that the town crew should pick up the tires along with the culverts that are along Whiting Road.
Moved New Business here–
Board of Review Ordinance #15-03 was discussed. This was suggested by Wisconsin Towns Association to support the use of telephone statements at the Board of Review. Motion was made by Greg Rozier seconded by Larry Nelson to approve and sign. Motion carried. This will go in effect when posted in the Daily Press.
Patrick Beilfuss had contacted the town chairman regarding the possibility of purchasing 15 acres at the end of Peacy Road. Peacy Road dead ends at Brian Birmingham’s driveway but is platted beyond. The town would have no problem with Beilfuss putting a driveway in on town right of way and maintain said road but it would still remain town right of way.
Charly Ray received a request from Joe Groeschk of Superior Vista Bike Tour to use the Town of Bayview Hall on June 27th watering way station. The board agreed upon this use and not charge rent.
County removal of scenic trees along STH 13 in the Town of Bayview was discussed. Charly was told that they were removed per state instruction because of the icy patches on the roadway causing accidents.
Board agreed that they would not have done this.
Jeff Nourse Class A Permit to add a 1979 Artcraft mobile home to a corner of his property. He understands that he would have comply with zoning setbacks and restrictions and is willing to work with them on this project. Motion was made by Larry Nelson seconded by Charly Ray to approve this permit as long as Jeff adheres to zoning guidelines. Motion carried.
Road Business–
Road Committee Chairman Paul Norris stated he would be stepping aside. Joe Johanik and Greg Rozier were also stepping down. Road Committee has been helpful for the town, but restricted by town budget. The board expressed thanks to Road Committee for work accomplished. Greg Rozier stated he would like to Road Committee continue but people have to make the commitment. Will be placed on May agenda.
Gravel bids will be taken care of by Mike Yonan and decision made at the May meeting.
Mike Yonan Road Supervisor reported that they have been busy dragging roads and maintenance of equipment.
5 Year Town Road Plan was reviewed. Right of Way maintenance will be a line item on May agenda.
Blacktopping around guard rails on Big Rock Road and 1-load center of Friendly Valley Road from STH 13 up was bid in 2014 and those bids will still be good for 2015.
Road Tour is scheduled for April 28th 8:00 a.m. at town garage.
Old Business –
HFNP – working on erosion control at the dells and overlook viewing deck. Parks Committee currently working on grant for overlook viewing deck.
Payment of Bills –
Payment of bills in the amount of $16,760.84. Motion was made by Larry Nelson seconded by Charly Ray to approve and sign as presented. Motion carried.
Correspondence –
Wanda Hyde noted that we will receive $7,500.00 of the $25,000.00 requested for work on Jammer Hill, Smith Fire Ln and Little Sioux.
Next meeting was set for May 12th, 2015 at 6:00 p.m.
Board of Review was set for May 12th, 2015 at 5:45 p.m. to adjourn to a later date as revaluation is not complete.
