Monthly Board Meeting September 13th, 2022

Meeting was called t o order at 6:01 p.m. by the Chair.

Roll call:  Supervisor Mike Garnich, present; Chair Don Jenicek, present; Clerk Wanda Hyde, present, Treasurer Kelly Warren present.  Supervisor Bill Bodin let the board know he would be late to start without him. Others in attendance were Butch Warren, Duane Potter, Bob & Nicola Cuty, Mike Yonan and John Carlson.

Approval of the minutes 8/8/22.  Motion was made by Mike Garnich seconded by Don Jenicek to approve with one correction.  Motion carried.

Treasurer Report by Kelly Warren.  Checking $70,371.67; Equipment $3,189.89; Room Tax $7,599.20; Contingency Fund $16,382.87 and tax levy savings $137,987.62.

Citizens concerns and comments – The Cuty’s stated that it was a nice picnic.

HFNP update – had another hearing scheduled for 9/9 with motion to dismiss and the Judge did not grant the motion.

Discussion and possible action earmarking $$ for 2023 Blacktopping tabled until October.

Discussion and possible action regarding handicap ramp repair.  Motion was made by Mike Garnich seconded by Don Jenicek to repair handicap ramp not to exceed $3,000 in labor and materials would be charged to Town of Bayview at Olson Building & Materials. Motion carried.

Motion was made by Don Jenicek seconded by Mike Garnich to use ARPA funds to rebuild the handicap ramp.  Motion carried.

Discussion and possible action regarding Mike Yonan’s Health Insurance which the cost went up to $1015 per month.  Motion was made by Mike Garnich seconded by Don Jenicek to cover the cost of Mike Yonan Insurance at $1015 per month.  Motion carried.

Roads Report by Mike Yonan.  Adding more gravel on Friendly Valley Road.  Discussion of Zeke Olson HFNP Ambassador position and hours.  Don Jenicek will call Zeke to tell him he is done for the year.

Kelly Warren noted that the HFNP donation box has been broken into three times.  Discussion followed regarding cost of internet cameras to be used at HFNP.  Mike Yonan will get costs of these cameras.

Northwoods Paving gave us a price of $19,194 for patching Big Rock Road.  Motion was made by Mike Garnich seconded by Don Jenicek to approve with the stipulation that work had to be done before the snow flies.  Motion carried.

Payment of bills in the amount of $77,378.11.  Motion was made by Mike Garnich seconded by Don Jenicek to approve as presented.  Motion carried.

Correspondence – No action necessary currently.

Motion was made by Mike Garnich seconded by Don Jenicek to go into closed session per WI State Statute 19.85 (5)(g) to confer with legal counsel for the governmental body who rendering oral or written strategy to be adopted by the body with respect to litigation. Motion carried.

Bill Bodin arrived during this time.

Motion was made by Don Jenicek seconded by Mike Garnich to reconvene in open session. Motion carried.

Set meeting date for next meeting for October 11th, 2022, at 6 p.m.

Motion was made by Bill Bodin seconded by Don Jenicek to adjourn.
