Monthly Board Meeting December 8th, 2020

Meeting was called to order at 6:00 p.m. by Chair Charly Ray.

Roll Call:  Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chair Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present were David Hyde, Mike Yonan, Butch Warren, and Mike Garnich.  Via Zoom call, Maureen Wall, Paul Norris, Brent Kasiskie attended.

Minutes of November 10th, 2020 were reviewed.  Motion by Bill Bodin seconded by Don Jenicek to approved with suggested edits.  Motion carried.

Treasurer report by Kelly Warren.  Checking account $29,508.07; Equipment $3,399.15; Room Tax $5,025.45; Contingency fund $10,000.71 and tax levy savings $136,375.69.  It was noted that $113,000.00 of the tax levy savings is the loan set aside for West Maki Road completion.

Citizens Concerns and Comments – There were none at this time.

Discussion and possible action to employees pay while on quarantine took place.  If an employee were to have to quarantine again, the Town will follow federal guidelines for compensation.

Update on Parks Committee and Depot was given by Charly Ray. The Depot has just finished one wall.

And is coming along well.  The project funding is in order to finish the project in the Spring.  Parks Committee has three vacancies and looking for interested residents to fill those positions.

Discussion of HFNP trespassing issue took place. Don Jenicek asked how we are going to keep control of the advancements made this summer by letting people enter other places besides the main gate. Charly Ray asked if the Board wants to issue citations to residents who merely walk around the gate to access the Preserve if the Board intends to fence the entire 76 acres.  Little interest in citing residents or expanding the fencing was expressed.

Bill Bodin state that we discuss this issue every meeting and no one is happy, residents, town board and individuals.

Maureen Wall suggested we reduce use by taking it off social media.

Charly Ray stated the reason the Town engages with Google and Facebook about HFNP is to control the social media which others were making up.

Don Jenicek stated that we need to enforce the Management Plan.  Everyone should have to enter by the main gate. Charly Ray stated this issue needs to be part of a revised Management Plan with a community process.  Mike Yonan stated that there are signs that say no bicycling in the preserve though residents and visitors continue to bike on the grade.

Houghton Falls volunteers.  Bertram Kasiske said that they had an amicable meeting concerning HFNP and minutes had been sent to Charly Ray.  Charly Ray has agreed to forward those minutes to the clerk for distribution.  Bill Bodin stated that we make use of Charly Rays distribution list to keep people informed. Signs on Gary Road were questioned.  Mike Yonan stated the missing signs have already been replaced. Bill Bodin is the direct contact between volunteers and board.

Charly Ray stated it was time adjourn for the Budget Meeting and we would resume after.

Reconvene regular Board meeting at 7:54 p.m.

Bill Bodin requested the clerk forward the ambassadors suggestions for HFNP.

Road Report Mike Yonan stated that they have been working on equipment in the shop but were going to start doing some brushing.

2021 Budget.  Motion was made by Don Jenicek seconded by Bill Bodin to approve 2021 Budget with the amendments made by the electors (that pay raises for Town officials would be taken from road funds).  Motion carried.

Payment of the bills in the amount of $110,196.04.  Motion was made by Don Jenicek seconded by Bill Bodin to approve as presented.  Motion carried

Correspondence

After review of Parks/HFNP Expenses it was decided to transfer $5,000 from Room Tax to Checking.

Next meeting was set for January 12th, 2021 6:00 p.m. with the Town of Bayview Caucus to start at 7:00 p.m.

Motion to adjourn was made by Don Jenicek seconded by Bill Bodin.
