Monthly Board Meeting October 11, 2016

October 11, 2016
Call to order at 6:00 p.m. by Chairman Charly Ray.
Roll Call: Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others Present: David Hyde, Woody Peterson, Bill Bodin, Jeff Bodin, Jenny Murphy, Mike Yonan, Steve Kreuser, Butch Warren, and Bob & Nicola Cuty.
Minutes of September 13th, 2016. Motion was made by Larry Nelson seconded by Charly Ray to approve minutes as presented. Motion carried.
Treasurer Report was given by Kelly Warren. Checking $58,601.11; Equipment $10,960.03; Room Tax $6,273.46 and Tax levy $2,405.31.
Citizen’s Concerns and Comments:
Steve Kreuser, commented on large loose rocks causing several people to have flat tires on Forest Road.
Class B Permit by Bodins Resort to a multi-unit development to be able to maintain, update and replace existing buildings at Bodins Resort. Motion to approve and sign was made by Don Jenicek seconded by Larry Nelson. Motion approved.
Class A Permit by Leslie Zell to build a 3 bedroom home on property zoned F-1. Motion was made by Don Jenicek seconded by Charly Ray to approve and sign. Motion carried.
Proposal to move Houghton Depot building to Town Hall grounds for restoration was discussed. No action was taken at this time. More information is requested for November meeting.
Road Report by Mike Yonan:
Friendly Valley Road blacktopping is complete. Houghton Falls should be completed today. Gravel to put on Bayview Park Road. Need to cut trees on Whiting Road. Reclaimer to bring gravel back out of ditches to shoulders has been being used. The backhoe is back from the shop, repairs are completed.
5 year Road plan was discussed. Charly Ray will make changes suggested and return to board.
Friendly Valley Road and Houghton Falls Road projects. Motion to approve loan papers from Bremer Bank in the amount of $224,000.00 and sign was made by Larry Nelson seconded by Don Jenicek. Motion carried.
Motion to send letter regarding Climate Control was made by Larry Nelson seconded by Charly Ray.
Motion carried 2 yes and Don Jenicek voting against letter.
Budget Review took place. Several changes and/or additions were made. Wanda Hyde will made additions and bring to next meeting.
Suggestion was made that Wanda Hyde transfer fund from Equipment account to checking to cover cost of Reclaimer.
Set board meeting for 2017 Budget review and 2016 Budget Amendments for October 19th at 8:00 a.m.
Payment of bills in the amount of $49,454.02. Motion to approve and sign as presented was made by Don Jenicek seconded by Larry Nelson. Motion carried.
Correspondence –
Review of email received from Cary Bouchard took place, no action taken.
Motion was made by Don Jenicek seconded by Charly Ray to go into closed session pursuant to Wisconsin State Statutes 19.85(1) (c) for considering employment, compensation or performance evaluation of road foreman. Roll call vote: Larry Nelson, yes; Don Jenicek, yes and Charly Ray, yes. Motion carried. Present were: Larry Nelson, Charly Ray, Don Jenicek, Wanda Hyde, Kelly Warren and Mike Yonan.
Motion to Reconvene in open session and take any necessary action on closed session items was mad by Larry Nelson seconded by Don Jenicek. Motion carried.
Motion was made by Larry Nelson seconded by Don Jenicek to give Mike Yonan a 2% wage increase in 2017 and David Warren would remain at $15.00 per hour for 30 hours per week. Motion carried.
Next meeting is set for Wednesday, October 19th, 2016 at 8:00 a.m. to work on budget and make amendments to 2016 budget.
Next monthly meeting is set for Tuesday, November 15th, 2016 at 6:00 p.m. with public hearing on proposed budget at 7:00 p.m. and Special Meeting of the Electors to follow.
