September 10, 2024
Meeting was called to order at 6:00 p.m. by Chair.
Roll Call: Chair Don Jenicek, present; Supervisor Bill Bodin, present; Supervisor Mike Garnich, present; Clerk Kim Suske, absent; Treasurer Kelly Warren, present.
Others in attendance: Bob Cuty, Nicola Cuty, Paul Norris, Butch Warren, Paul Johnson, Mike Yonan, Terry Peterson, Scott Peterson.
Town Board Meeting Minutes from August 13, 2024: Motion made by Bill Bodin to approve as written; seconded by Don Jenicek. Motion carried.
Treasurer’s Report by Kelly Warren: Checking $73,038.70; Equipment $3400.23; Room Tax $9605.30; Contingency Fund $20,071.50; and Tax Levy Savings $14,197.57.
Citizen’s Concerns and Comments: Paul Johnson thanked the town for the picnic and shared that Michael Peyton will be joining the Bayview History Committee. The committee received $1000 for signs and the Town Board thanked the committee for the nice job on the museum.
Meet our new assessor: Steve Nordquist is the new assessor for the Town. He gave an explanation of his background.
Bayfield Area Trails Group (BATG)—Discussion and possible action: Don Jenicek made a motion to appoint Mike Bunch as the Town’s representative and liaison for the BATG; seconded by Mike Garnich. Motion carried. Mike Bunch will give us memos from the meetings and Don Jenicek will attend the next upcoming meeting.
Kjarvick Road grading: Terry Peterson is questioning the easement and where the road right of way is and is disputing the Town. Don Jenicek would like to table the issue to get more information on the property line and legal paperwork from the Register of Deeds. Will check with Wisconsin Town’s Association attorney.
National Park designation for the Apostle Islands National Lakeshore—Discussion and possible action: Discussion was held about the concern of increased tourism and issues to the Town’s infrastructure. Bill Bodin has not had his questions answered by Tom Tiffany. Don Jenicek is not comfortable making a Town resolution without citizen’s input—hold off until we get more input from state representatives.
Short-term rental policy and permit fees—Discussion and possible action: Discussion was held on annual permits and county permits. We will follow Bayfield County’s ordinance. Mike Garnich will make discussed changes to our ordinance and forward to clerk. Discuss again next month.
Town Hall Cleaning: Discussion was held and Mike Garnich suggested posting an ad with pay at $25 per hour for an estimated 10 hours per year.
HFNP: No news from appellate court.
Town Board website and email system: Website temporarily down while transition is made to our new .gov address. Mike Yonan will help treasurer get her new email address working.
2025 Town Budget—Discussion: Discussion was held on Fire/EMS fees. Don will discuss issue with Tony, the assistant administrator at City of Washburn. Bayview, Barksdale, City of Washburn, and Town of Washburn share expenses and we would like to see a breakdown of expenses for each town. Discussion held on levy. Check on maybe contracting with Bayfield.
Road crew mid-year pay review: Didn’t get information on wages from other townships.
Work on five-year road plan: Tabled.

Roads Report: Mike and Butch have been mowing and mowing and mowing. Graded some forest roads–will do more grading when possible. They cut grass around town hall. Maki Road is now dug out and we are waiting for Northwoods Paving to patch. Still waiting on Viking Motors to fix ditch on Friendly Valley Road. So far in September Mike has had to go let people out of HFNP 3 times.
Board Comments: None.
Payment of Bills: Motion made by Bill Bodin to approve payment of Town bills from August 14, 2024, to September 10, 2024 in the amount of $24071.08; seconded by Mike Garnich. Motion carried.
Correspondence: None.
Next Town of Bayview Board meeting is set for October 8, 2024, at 6:00 p.m.
