Town of Bayview

August 13, 2024

Meeting was called to order at 6:00 p.m. by Chair.

Roll Call:  Chair Don Jenicek, present; Supervisor Bill Bodin, present; Supervisor Mike Garnich, present; Clerk Kim Suske, present; Treasurer Kelly Warren, present.

Others in attendance:  Mike Yonan, Terry Peterson, Susan Peterson.

Town Board Meeting Minutes from July 9, 2024:  Motion made by Mike Garnich to approve as written; seconded by Bill Bodin.  Motion carried.

Treasurer’s Report by Kelly Warren:  Checking $11603.22; Equipment $3399.65; Room Tax $9522.38; Contingency Fund $20,054.47; and Tax Levy Savings $14185.53.

Citizen’s Concerns and Comments:  None.

Bayfield Area Trails Group (BATG)—Discussion and possible action:  Don Jenicek did a walk through at HFNP with Erika Lange and Kate from the trails group.  There is a need for rock and work on boardwalks and/or railings.  The Town can come up with 5 – 10 yards of rock and that work can be done this year; boardwalks can wait until next year and Erika will check with the DNR to see if permits are needed.  BATG would like the Town to appoint a liaison from the Town.  Mike Bunch was suggested as someone that might be interested.  Cost of rock will be taken out of room tax account.

Request from Kyle Hall of Wisconsin Hardwoods to haul timber sale logs on Whiting Road—Discussion and possible action: The Board reviewed the ordinance pertaining to weight limits on Whiting Road.  Mr. Hall has 10-12 loads of firewood that he needs to haul.  Tried using Smith Fire Lane but it needs too much work.  Mr. Hall is willing to grade Smith Fire Land and he will split the cost of rock with the Town (Town can use County money for our share).  Bill Bodin made a motion to approve use of Whiting Road for hauling by Wisconsin Hardwoods on the condition that the trucks adhere to the provisions in the ordinance and do not exceed 20 mph in residential areas for all trucks, loaded or unloaded, and further that the project needs to be completed by November 1, 2024; motion seconded by Mike Garnich.  Motion carried.

Kjarvick Road grading—Discussion and possible action:  Terry and Susan Peterson own property on Kjarvick Road and have concerns that grading work was done several feet onto their property.  Questions were raised as to whether it is a 3 or 4 rod road and does the Town own it or have an easement.  Item tabled until next month as we need to get more information including the state statute on roads right of way and how that is measured in this case.

Short-term rental policy and permit fees—Discussion and possible action:  Table until next month.

Landfill renovations—Discussion and possible action:  Don Jenicek attended a meeting with the City of Washburn and Town of Washburn as we all share responsibility for the closed landfill.  Clay needs to be place on the landfill to fill in low spots to keep rainwater from seeping in.  We can get clay from the street renovation that is happening in the City of Washburn and it would cost less than if we get it from elsewhere so it makes sense to take care of this now.  Total project cost projected at $15,000 with our share at around $2000.  Money could come out of contingency fund.

Assessors contract—Discussion and possible action:  Discussion was held regarding the two proposals received by the Town—one from Ben Kurtzweil and one from North Country Assessment Services/Nordquist.  Bill Bodin made a motion to accept the proposal for assessment services by North Country Assessment Services for the Town for 3 years—2025, 2026, and 2027—at a rate of $9500 per year; motion seconded by Mike Garnich.  Motion carried.

HFNP:  No news from appellate court.  Mike Yonan has gotten called over to the park 4 times in the last month since the gate was reactivated as people are getting locked in.  Even with the gate locked, people can come in at night and make noise as they arrive via boat.

Town Board website and email system:  At long last we have our new .gov email addresses!  Kim Suske, Mike Yonan, Mike Garnich, and Don Jenicek have all activated theirs; once Kelly Warren and Bill Bodin get theirs up and running, Kim will get them on the website and share with County and State as needed.

Roads Report:  Crew will put in a new cross culvert on McCulloch Road.  Contract signed for $17,500 for Northwoods Paving to patch Maki Road.  There will be ditching and culvert done at Bear Camp Friendly Valley Road on August 28th.  Need a culvert and rock on Friendly Valley Road.  Also need work on Bodin Road—may have to wait until next year as we may not currently have the funding.  Reassess this fall.

Board Comments 

Bill Bodin helped a family place a bench in memory of a loved one at Bayview Park.

We have $4000 set aside for painting the Town hall.  Don will try to find someone to do this work.

Don’t forget about the Town picnic this Saturday, August 17, from 11 a.m. to 3 p.m.  Please come as Don purchased a lot of brats.

Payment of Bills:  Motion made by Bill Bodin to approve payment of Town bills from July 10, 2024, to August 13, 2024, in the amount of $103,056.88; seconded by Mike Garnich.  Motion carried.

Correspondence

  • Town received our update from WI Demographic Services Center. The population for the Town of Bayview is 514, up by 2 from the 2020 census.  Approximately 421 of the estimated population for the Town of Bayview are of voting age.
  • Town received copies of two building permits that were issued by Bayfield County for new homes going up on Johnson-Leino Road and Carrier Road.

Next Town of Bayview Board meeting is set for September 10, 2024, at 6:00 p.m.
