Town of Bayview

November 12, 2024

Meeting was called to order at 6:01 p.m. by Chair.

Roll Call:  Chair Don Jenicek, present; Supervisor Bill Bodin, present; Supervisor Mike Garnich, present via phone; Clerk Kim Suske, present; Treasurer Kelly Warren, present.

Others in attendance:  Paul Norris, Duane Potter, Paul Johnson, Mike Yonan.

Town Board Meeting Minutes from 10/08/2024:  Motion made by Mike Garnich to approve as written; seconded by Bill Bodin.  Motion carried.

Town Board Special Meeting Minutes from 10/29/2024:  Motion made by Bill Bodin to approve as written; seconded by Mike Garnich.  Motion carried.

Town Board Closed Session Meeting Minutes from 10/29/2024:  Motion made by Bill Bodin to approve as written; seconded by Mike Garnich.  Motion carried.

Treasurer’s Report by Kelly Warren:  Checking $20,905.78; Equipment $3400.82; Room Tax $15,481.32; Contingency Fund $20,101.82; and Tax Levy Savings $14,219.02.

Citizen’s Concerns and Comments:  Paul Johnson from the Bayview History Committee submitted specifications for installing a single solar panel at Bayview Park.  He suggested posting it behind and above the kiosk using either the post that is already there or a second post right next to the current one.  Board will look at the site and discuss again next month.  Paul also asked if a friend of his could take the leftovers from the cut white pine to burn for firewood and the Board okayed this.

Redesignation of the Apostle Islands National Lakeshore as Apostle Islands National Park—Discussion and possible action:  They are already holding hearings in DC on this redesignation despite the fact that no one has talked to anyone from up here and no one has answered the questions that have been submitted.  Paul Norris reports that he has not received any response from Tom Tiffany’s office to any of the correspondence that he has sent or any of the phone calls he has made.  Board discussed sending a letter suggesting they have a hearing up here.  Don is urging people in the township to send letters to our representatives suggesting this idea.

Short-term rental policy and permit fees—Discussion and possible action:  The revised short-term rental policy was posted for 30 days.  Mike Garnich made a motion to approve the short-term rental policy, Ordinance 01-01, as submitted and which will be signed within 30 days with an effective date of January 1, 2025 and enforcement beginning July 1, 2025; motion seconded by Bill Bodin.  Motion carried.

Town Hall cleaning:  Open position for cleaning has been posted on the website for a month now.  The position would be for approximately 10 hours per year at a pay rate of $25 per hour.  No one has inquired about it.  Kelly Warren will ask around to see if she can find someone who is interested.

Town Hall safe repairs—Discussion and possible action:  The safe has been opened!  This safe, which would cost $20,000 if purchased nowadays, could be repaired and made usable again for just $675.  Don Jenicek made a motion to have the safe refurbished for the quoted price of $675; Bill Bodin seconded.  Motion carried.  Money will come out of the general fund.

Houghton Falls Nature Preserve:  The Bayfield Area Trails group did some great work on the trails at HFNP including spreading 20 yards of gray rock gravel.  Thanks to Mike Bunch, Brad Dryer of Earth Sense Gardens, and Peter Warren for all their help!  Still hoping to do one boardwalk before winter.

Finalize budget process for 2025:  Board finalized the budget for 2025.  Clerk will separate office expenses from individual Board accounts (Board/Clerk/Treasurer) and include only compensation in those accounts and start a new account for office expenses.

Roads Report:  They put gravel on Howell Road and finished up Smith’s Fire Lane.  Got a lot of mowing done.  Fixing up roads so loggers can work on bottom of Friendly Valley Road.  Water is still coming down Fire Tower Road.  Done with ditch work on Friendly Valley Road—looks nice.  Don said to go ahead and do ditch work on Bodin Road as we still have money this year.

Board Comments:  None.

Payment of Bills:  Motion made by Don Jenicek to approve payment of Town bills from October 9, 2024, to November 12, 2024 in the amount of $77,432.67; seconded by Bill Bodin.  Motion carried.

Correspondence:  Clerk shared info from Bayfield County Planning and Zoning Department—Land Use Permit Applications have been submitted by ValHellers Sno-Dirt and by Carolyn Feldman.

Next Town of Bayview Regular Board meeting is set for December 3, 2024, at 6:00 p.m.

Public Budget Hearing set for December 3, 2024, at 7 p.m.; Special Town Meeting of the Electors and Special Town Board Meeting to follow.

Moton to adjourn was made by Bill Bodin; seconded by Don Jenicek.  Motion carried.  Meeting adjourned at 7:37 p.m.
