Meeting was called to order by Charly Ray at 6:00 p.m.
Roll call: Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: David Hyde, Mike Garnich, Mike Yonan, Nicola & Bob Cuty, Deb Gierczic, Al House, Susan Raasch, Paul Johnson and John Carlson.
Minutes of June 11th, 2019. Motion was made by Don Jenicek seconded by Bill Bodin to approve minutes as presented. Motion carried.
Treasurer Report by Kelly Warren. Checking $44,862.54; equipment $7,831.98; room tax $10,871.27 and tax levy $11,816.38.
Citizen’s Concerns – Al House wanted to thank the town for their fast response to rainbow people in a bus overnight at HFNP. The work done at HFNP is going to help with issues that the neighbors have been having. Report that the gate was not working.
Budget Review: Don Jenicek compared the loan amounts owed in 2019 -2020- 2021 which was going down. Don Jenicek said we should be looking at budgeting for a new dump truck. Charly Ray asked about a plan in case we needed more money before we get the grants funds back. If we have to borrow, we would have to have a special meeting to do it.
Big Rock Road discussed whether to fix this year or next. It was decided to do it this year. Approximate cost $14,000.00. Funding to be used from road repairs/rebuild budget.
Depot project was reported on by Paul Johnson. Suggestion to move paymaster building and put depot in its place. Board would look at this at the Town picnic. Jenny Murphy has offered to do the permit.
Historical Committee is going to do an Adopt a Highway section on STH 13.
HFNP project is finished. Board walk materials that are extra will be moved to the town garage.
Donated bench will be put in the HFNP this Sunday, July 14th.
Charly Ray mentioned two properties for sale in the Town of Bayview. One located by Friendly Valley Road on the beach side, the other acreage on Little Sioux Road was 80 acres listed at $139.000.
Bill Bodin stated that he thought we should look into relocating the Historical Marker to a middle point between Bayview Beach and Friendly Valley Road.
Don Jenicek reported that the Rus Grant for updating broadband didn’t happen. Centurylink is still working with the Connect America grant funding.
Road report by Mike Yonan. Fixed 90% of wet spots on Smith Fire Lane. Did calcium chloride today. Still cutting grass. Soft spots on Washington Ave will be dug out and fixed this week.
5 – year road plan.
Discussed options for Maki Road and need for figures for budget.
Ordinance #19-04 for commercial use of town lands was presented by John Carlson for review. John Carlson would make the changes suggested and get a clean copy to Wanda Hyde for publication. Motion was made by Don Jenicek seconded by Bill Bodin to approve with noted changes. Motion carried.
Decision to hire Butch Warren back with work limits was made.
Payment of Bills in the amount of $120,610.84. Motion was made by Bill Bodin seconded by Don Jenicek to approve and pay as presented. Motion carried.
Decision to purchase skid of Calcium Chloride for use on Whiting Road because of tourist traffic and that funds would come out of Room Tax.
