Citizens’ Concerns and Comments–
Lack of grass cutting was brought up as well as excessive garbage at HFNP.
Charly Ray reported on the Parks Committee meeting of September 2nd. There was a question of how many members were on parks committee and Wanda Hyde said she would look back in the minutes.
Last month there was talk of increasing the size of the parking lot at HFNP, Charly Ray contacted the DNR and BRC and review of the conservation easement specifies the maximum size allowable (4000 sq. ft. – close to where it is now). A meeting for working on the trail projects is being set up. Charly removed the signage for the EMS trail and placed brush on it to close the trail. EMS does not need the access and this was never intended as a trail.
Road Business –
Charly Ray reported that all of the culverts on our end of the Smith/Jammer Hill Forest Road Project are in place and the crew has been grading roads.
Road Committee Report was given by Paul Norris. Talked of ways to check gravel from each supplier to compare. Maki Road gravel needs were once again topic of discussion at Road Committee Meeting.
Big Rock Road materials still need to be moved to town garage, and Greg Rozier recommended those materials be reserved for future needs of town.
Maki Road gravel was discussed. Motion was made by Greg Rozier seconded by Larry Nelson to table adding more gravel to Maki Road until 2015. Motion carried.
Charly Ray reported that we have quotes from Northwoods Paving for Friendly Valley Road (1 load by STH 13) in the amount of $2500.00 and Big Rock road repairs in the amount of $9,866.47. Motion was made by Greg Rozier seconded by Larry Nelson to approve and sign contract for Big Rock Road repairs. Motion carried.
Old Business –
Houghton Falls Road “no parking’ signs were requested by Bob Bodin by HFNP. Suggested sign of “If parking lot is full please come back at another time.” The residents were told by the Sheriff’s Department that unless the town had a “No Parking” ordinance in place they could not enforce.
Suggestion to lower speed limit to 35 mph.
Tom Murphy requested to come before the town board regarding the HFNP safety concerns and management concerns. He brought up several concerns such as paths, parking, and fencing for private property, hours of operation, gates closed, pets unleashed, rock climbing, destruction of “Echo Dells” location. These are just a few of the issues Tom brought up. Charly Ray will contact the Sherriff and discuss enforcing our Town Parks ordinance.
Charly Ray will request a copy of the Bayfield Regency report that was done earlier this year regarding park conditions.
Charly Ray will draft a letter to Bayfield County Tourism regarding the excessive advertising of HFNP and no help in maintenance.
Charly Ray made a motion and Larry Nelson seconded to order signs for the following:
If Parking lot is full please come back another time.
No Rock Climbing
No Parking signs for both sides of Houghton Falls road in the area of Preserve.
Speed Limit 35 mph
Motion carried.
New Business-
Room tax fee was explained by Charly Ray. Bayfield County Zoning charges $175 for short term rentals and Town of Bayview board recently raised our fee to $25.00. It was decided to keep our permit fee at $25.00.
Charly Ray brought up the fact that other towns are having trouble with concentrated animal feedlots and that if Town of Bayview were going to prevent that from happening in our township we would need and ordinance. He will look into and report back at next meeting.
Bayview Park electric extension was brought up by Charly Ray. Bayfield Electric would put an electric pedestal across street from Pavilion and we would have to finish running power to pavilion. Discussion of requested letter regarding future development at the park for BEC to justify the free development. Motion was made by Larry Nelson seconded by Charly Ray to keep park primitive at this time. Motion carried.
Propane bids were reviewed as follows:
Midland $1.82 per gallon pay as you go.
Ferrellgas $1.599 per gallon pay as you go
Motion was made by Larry Nelson seconded by Greg Rozier to authorize Charly Ray and Wanda Hyde to check into Midland’s rebate, to see how that would offset their bid price and award bid. Motion carried.
A possible increased in Tax levy is being looked at by Carol DeMars and Wanda Hyde. These funds would be set aside for road projects only. First step is to come up with 10 year road plan with costs.
Special Meeting of the Town of Bayview Board – September 23rd, at 6:00 p.m. to come up with a 10 year road plan with costs.
Next Meeting October 14th, 2014 at 6:00 p.m.
