Meeting was called to order at 6:00 p.m. by Chairman Charly Ray.
Roll call: Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: David Hyde, David Warren, Bob Adams Town of Washburn, Mike Friis (Wisconsin Coastal Management), Jennifer Croonborg Murphy, Bill Bailey , Bob Owen Middleton WI, Mike Yonan, Mike BeBeau Xcel Energy, Paul Johnson, Nicola & Bob Cuty and John Sopiwnik.
Minutes of August 8th, 2017. Motion was made by Charly Ray seconded by Don Jenicek to approve minutes with changes made. Motion carried.
Treasurer report by Kelly Warren: Checking $217,153.87; Equipment $4,828.65; room tax $4,209.67 and tax levy $13,059.53.
Citizen’s concerns – None at this time.
Discussion and possible action on resolution regarding Xcel Bayfield Loop Project. Bill Bailey explained a Sunny Alternative to the Xcel-proposed second 34.5-kV line to Bayfield. Bob Adams Town of Washburn read a prepared statement regarding County Board would consider postponing their support if townships request a delay of decision. Mike BeBeau of Xcel Energy stated that he did not believe that they had submitted an application to the Public Service Commission and that public hearings would follow that application.
Charly Ray presented Resolution #17-01 requesting the County Board allow the affected townships the time necessary to form a study group composed of representatives from each township including Town of Washburn, the Town of Bayfield, the Town of Bayview, the Town of Barksdale and the Town of Eileen; and that the study group is charged with the responsibility to examine the evidence of need, alternative means of addressing the needs that led to this proposal, and possible alternative routes. Motion was made by Charly Ray seconded by Larry Nelson to pass Resolution #17-01. Motion carried with Don Jenicek abstaining.
Discussion and possible action on policies and trail work for Houghton Falls Nature Preserve. Mike Friis, Wisconsin Coastal Management explained scope of work and deadline for finishing project of June 2019.
Mike Friis thought he would be able to find the additional $7,000.00 that was in the original request.
Charly Ray explained that he had been working with Jennifer Croonborg Murphy of BC Zoning on the necessary permit. This permit would cost $100.00.
HFNP matching funds WCMP grant. Motion was made by Don Jenicek seconded by Charly Ray to borrow up to $24,000.00 for HFNP matching funds that would be paid back yearly from the Room Tax account. Motion carried.
Road Report by Mike Yonan. Paving of Maki Road starts tomorrow. Crack filling has been done, cutting grass is ongoing and going to put in 2 culverts on FR103 . Crew had the dump truck, and the grader stuck on Niemesto Road.
5 Year Road Plan – No action at this time.
Payment of bills in the amount of $ 23,514.29. Motion was made by Don Jenicek seconded by Charly Ray to approve and sign. Motion carried.
Correspondence – No action necessary.
