September 21st, 2021
Meeting was called order by Chair Don Jenicek at 6:00 p.m.
Roll call: Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Chair Don Jenicek, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren present. Others in attendance were Mike Yonan, Butch Warren, Conor Casey, Beret Casey, Nicola and Bob Cuty, Mel Olson, and Meg Casey.
Minutes of August 10th, 2021. Motion was made by Bill Bodin seconded by Mike Garnich to accept as presented. Motion carried.
Treasurer report by Kelly Warren. Checking $44,085.82; Equipment $5,399.55; Room tax $4,419.60; Contingency Fund #20,002.02 and Tax levy $129,603.53.
Citizen’s concerns and comments –
Kelly Warren reported on a room tax meeting she had attended earlier in the day. City of Washburn is considering raising their room tax rate to 8% but cannot do this without the Town of Bayview raising theirs. Copy of room tax ordinance sent to Max Lindsey per request.
Class A Special Use permit for Heidi Hegstrom to build a home at 26075 CTH C. Motion made by Bill Bodin seconded by Mike Garnich to approve Class A Special Use Permit to build home. Motion carried.
HFNP Fencing update. Fencing has been installed. Jim Lean had a question regarding the 40’ easement
Next to his property and the preserve. Don Jenicek forwarded our attorney’s finding on this. Jim accepted that, but said he would look into it further on this own.
Discussion and possible action regarding mold spore issue in basement. Wanda Hyde reported that she has yet to hear from insurance adjuster whether it will be covered by insurance. Kevin Casper of PuroClean has been here and inspected the damage. Still need a quote.
Discussion and possible action TRIP program. Motion was made by Don Jenicek seconded by Mike Garnich to put in for Big Rock overlay at $70,000 for TRIP biennial 22-23. Motion carried. Bill Bodin will attend the TRIP meeting on October 7that the Bayfield County Highway Office in Washburn.
Discussion and possible action regarding loan for New Holland Tractor and Wester Star Dump truck. Kelly Warren explained that if we do two separate loans interest rate is higher. Western Star Dump chassis is $101,351 plus dump box $93,470 and New Holland Tractor $66,480 would be $261,301. Motion was made by Don Jenicek seconded by Mike Garnich to borrow $261,247 from Bremer Bank. Motion carried. (7 yr at 2.165%)
Discussion and possible action Comprehensive Plan. BC is doing a Comprehensive plan with Northwestern Regional Planning Commission and want to know if we join them in doing a Comprehensive Plan for Town of Bayview. Motion was made by Bill Bodin seconded by Mike Garnich that we will not contribute to Northwestern Regional Planning Commission for this effort. Moton carried.
Discussion and possible action regarding Bayfield Wireless Invoice. It was noted that the terms of the agreement with the Town of Bayview was for budget 2020. No request had been made for 2021 funding. Motion was made by Mike Garnich seconded by Bill Bodin to pay the $5,000 requested and that it would come from ARPA Funding. Motion carried.
The ARPA expense of $20,000 that was ear-marked for the New Holland Tractor would be reduced by $5,000 which would be picked up by the Road Rebuild account.
Roads Report by Mike Yonan, road Supervisor.
The crew has been adding gravel to Peacy Road. Still need more gravel on the east end of Peacy Road and put some gravel on a portion of Burlager Road.
Discussion and possible action overnight camping/parking at Bayview Beach. Bill Bodin reported that he is working on a letter but needs more information. Mike Yonan will look up the ordinance regarding parking/camping at Bayview Beach and see that Bill Bodin gets it.
Payment of Bills in the amount of $82,738.57. Motion to approved as presented was made by Bill Bodin seconded by Don Jenicek. Motion carried. It was noted that we are being billed by Verizon for two cell phones that we are not using. Mike Yonan will call Verizon.
Correspondence –
Letter received from Ben Dufford of Bayfield County Land and Water Conservation Department regarding supporting CWD by $150 which would be used to facilitate the placement of several collection dumpsters throughout the county was denied.
Decided to pay for Western Star Chassis out of tax levy account until the loan comes through.
Next meeting is set for October 12th, 2021, at 6:00 p.m.
