Monthly Board Meeting
September 13, 2011

Meeting was called to order by Chairman, Al House at 6:00 p.m.

Roll Call:  Supervisor, Larry Nelson present; Supervisor, Charly Ray present; Chairman, Al House present; Clerk, Wanda Hyde present and Treasurer, Carol DeMars present.  Others present:  Chuck Campbell, Sue Jenicek, Gary Van Dyke, Richard Grainger, Mike Yonan and Deb Gierczic.

Approval of Minutes of August 9th, 2011 – Motion was made by Charly Ray to approve with the following changes:  1st page Susan Haas objected to excessive mowing and brushing of roads; 1st paragraph second page is a repeat; Billboard at the end of Old Onion River Tavern was discussed; seconded by Larry Nelson.  Motion carried.

Treasurer Report – Carol DeMars reported Checking $84,799.12; Regular Savings $8,909.61; Tax Savings $102,341.04; HFNP $247.83; Equipment Fund $1,320.32; and Room Tax $338.64.

Payment of BillsMotion was made by Larry Nelson seconded by Charly Ray to pay bills totaling $78,132.44 with Todd’s Ready Mix being withheld until corrected.  Motion carried.

Citizens Concerns and Comments –

Potter woods road was tabled.

Shoreline changes in zoning were discussed as how it would affect residents in the Town of Bayview.  Richard Grainger would draft a letter to the county for the township to review at the next meeting.

Chuck Campbell reported on the recent stream improvement on Little Sioux River and a little erosion that has occurred by the new Little Sioux culvert.  Mike Yonan and Board members along with Ben Dufford of the County will take a look at this situation.  Motion made by Charly Ray seconded by Larry Nelson to send Trout Unlimited a letter commending them for their efforts to improve the Little Sioux.  Motion carried.

Sue Jenicek noted that the town hall needs new windows and siding.

Road Report –

Mike Yonan Road Superintendant reported that the floor in the garage has been poured.  They have been grading, dragging roads and mowing.  He reported that Northwood’s had hired Madison to install guard rail on Big Rock Road and they parked their equipment on new shoulders before it had time to cure.  Damage will be repaired by Northwood’s Paving but Mike thought the town would have to pay for the blacktop.  Pad for salt/sand will be done soon.  Nelson Surveying will be surveying Kjarvick Road tomorrow.

Old Business –

Sue Jenicek reported on Parks Committee meeting.    The Parks Committee has three recommendations.

1 – Approve Job Description (attached)

2- Appoint Bentley Brehm to parks committee to replace resigning Bob Bodin.

3- Recommends the town board revise Section 11 of Bayview Parks Ordinance 2-79 to read “No person shall remain on the Town Park premises from the time of 12:00 a.m. (midnight) to 6:00 a.m.”

Town picnic is scheduled for September 24th from 11:30 a.m. until 2:00 p.m.  Work day would be held at both Bayview Town Park and Houghton Falls Nature Preserve same day from 9:00 a.m. until 11:00 a.m.

Sue also noted that we are having a bear problem at Bayview Town Park.  It was decided that the garbage can would be removed as everyone who uses is told to remove their own garbage.   Parks Committee will meet on October 4th at 6:00 p.m. to start work on Bayview Parks Ordinance 2-79.

Motion was made by Charly Ray seconded by Larry Nelson to approve the Job Description of Town of Bayview Parks Committee as presented and the placement of Bentley Brehm to Parks Committee but tabled the park hours until the whole Ordinance 2-79 has been reviewed.  Motion carried.

Houghton Falls Nature Preserve fire number is 34005 Houghton Falls Road.

Room Tax –Room tax will funds will remain with the Washburn Chamber of Commerce at this time.

Porta Potty at Singing Sands Beach – There will be no Porta Potty at this location at this time.

Grievance Procedures – 

Motion was made by Charly Ray seconded by Larry Nelson to adopt the template from the Wisconsin Towns Association for grievance procedures as Resolution 11-01.  Motion carried.

Signs – There will be no action by the town board at this time.

Motion was made by Larry Nelson seconded by Charly Ray to approve the bid of Ferrellgas for Propane and Midland Services, Inc for Diesel fuel.  Motion carried.

Drill press – Mike Yonan has purchased a used drill press for use by the town and would like reimbursement of $300.00.  Motion by Charly Ray seconded by Larry Nelson to approve payment for Drill Press in the amount of $300.00.  Motion carried.

Forest Crop – Wanda Hyde reported that we have received a check in the amount of $78,107.67 for back taxes on lands removed from Forest Crop before their contract had expired.  Of this check $15,621.53 will go to Bayfield County and remaining amount is $62,486.14.  Discussion followed with recommendations as to how these unexpected monies would be spent.  Some suggestions were:  Stainless box on dump truck, garage roof, reserve portion for TRIP, reserve portion for emergencies, windows and siding for town hall.  This issue is tabled until next month for more input.

Correspondence

ID for elections was discussed.  Wanda was instructed to make up a sample for a post card to be sent to town residents.

Next meeting will be October 11th at 6:00 p.m.

Motion to adjourn was made by Charlie Ray and seconded by Larry Nelson.
