Meeting was called to order by Chairman Charly Ray at 6:04 p.m.

Roll call:  Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present: Patricia Bard, Florida; Olivia Hyde, Washburn; David Hyde, John Sopiwnik, Susan Raasch, Mike Garnich, Mike Yonan, Butch Warren, Bob & Nicola Cuty, Paul Norris, Paul Johnson and Karen Crowell.

Minutes of August 19th, 2019.  Motion was made by Don Jenicek seconded by Bill Bodin to approve as presented.  Motion carried.

Treasurer Report by Kelly Warren – Checking $85,618.38; Equipment $7,832.38; Room tax $7,145.66 and Tax Levy $1,000.90.

Class A – Special Use permit by Leslie and Nancy Zell to build a three-bedroom home on their property at 28700 Friendly Valley Road.  Motion was made by Don Jenicek seconded by Charly Ray to approve permit.  Motion carried.

Citizen’s Concerns and Comments –

Susan Raasch noted that there was a dead tree hanging over Big Rock Road.  Paul Norris expressed his thanks for grading Whiting Road.

Budget Review – Wanda Hyde stated that it is a little early for the budget as we need to have three quarters in, and she has not received notices regarding changes.  Charly Ray had talked with Bremer Bank regarding our current debt cash flow as well as combining loans and adding an additional project to our existing debt with a 10-year payment plan at a rate of 2.56%.  Discussed gravel increases and a possibility of the need for a new dump truck.

Whiting Road traffic counts were reviewed at approximately 279 per day.  Town might want to investigate calcium chloride and ask other entities that use this road for biking and the Yurt to help pay for the calcium.

Roads Report – Mike Yonan reported that they were through cutting grass and were going to start cutting branches that overhang the roads.  He stated the C & W Trucking still plans on fixing Big Rock Road.

Parks Committee – Charlie Ray went over the Parks Committee Minutes with the town.  Because of the beach erosion the town may want to check into adding a trail along the old railroad grade.  Decision was made to add a rescue ring at HFNP.  Wanda Hyde would investigate how much over the town was on the recent HFNP project.  Depot relocation and paymaster building was reported by Paul Johnson.  Need more money to complete this faze of project.  Jenny Murphy has agreed to handle the permit paperwork for this project.  Motion was made by Bill Bodin seconded by Don Jenicek to approve the permit fee.  Motion carried.

Regional Housing Needs Study – Charly Ray explained the request for funding.  Bill Bodin stated that the town doesn’t need to help fund the study.

Payment of bills in the amount of $48,499.34.  Motion was made by Bill Bodin seconded by Don Jenicek to approve as presented.  Motion carried.

Wanda Hyde would contact John Carlson regarding the recent Ordinance.

Cyber Workshop – Wanda Hyde plans to attend.

Mike Yonan will talk to Paul Johanik regarding the TRIP program.

Next meeting to be held October 8th at 6:00 p.m.
