Monthly Board Meeting October 9th, 2018

October 9th, 2018
Meeting was called to order at 6:00 p.m. by Chairman Charly Ray.
Roll call: Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Treasurer Kelly Warren, present; Clerk Wanda Hyde, present and Chairman Charly Ray present. Others present: Mike Garnich, Kim Suske, Roy Settgas (Town of Washburn), Mike Yonan, Bob & Nicola Cuty, John Sopiwnik and Butch Warren.
Minutes of 9/11/18. Motion to approve with corrections by Don Jenicek, was made by Larry Nelson seconded by Don Jenicek. Motion carried.
Treasurer report by Kelly Warren: Checking $93,945.19; equipment $4,830.25; Room Tax $8, 0
88.52 and Tax Levy $67,937.43.
Citizens’ Concerns: Kim Suske asked if Mike Yonan would check the criteria to reduce speed on Washington Ave.
Kim Suske asked if we would consider a noise ordinance. It was stated that a noise ordinance would be difficult to inforce. Discussion followed. It was noted that the town board would watch and think about, although there would be a fair amount of complications.
Broadband for the community was discussed.
Charly Ray noted that we should move Xcel powerline up to this point for visitor. Roy Setgass of the Town of Washburn went to open house given by Xcel. Xcel still would like second line. Most of those present would like to see to see the line where it already exists. Setgass is looking for a letter of support for both lines on a new set of poles.
Letter of support was reviewed. Motion was made by Larry Nelson seconded by Charly Ray to consider letter of support and sign. Discussion followed. Motion carried. Motion was made by Charly Ray seconded by Larry Nelson to approve letter of support, sign and send to Mark Abeles-Allison Bayfield Count Administrator and Dennis Pocernich, County Board Chair. Motion carried.
Road Report: Mike Yonan stated that they would start ditching next week on Smith Fire Lane. Whiting Road has had one culvert replaced and it has been too wet for Ashland Construction to complete project. Mike will follow up on an extension to the Whiting Road Project.
5 year road plan – No changes at this time.
Class A permit by Mitchel Bohm to park a trailer on his property off Friendly Valley Road was reviewed. Motion to approve and sign was made by Don Jenicek seconded by Larry Nelson. Motion carried.
Land Use Plan Tabled.
Ordinance regarding commercial use of town property (beach, park and preserve) was discussed.
John Carlson has agreed to draft an Ordinance for our consideration.
Payment of bills in the amount of $71,508.96. Motion was made by Don Jenicek seconded by Larry Nelson to approve as presented. Motion carried.
2019 Budget was reviewed at this time. Wanda Hyde will do some tweaking and email to board.
Correspondence – No action necessary.
Time and material bid from Keith Opperman not to exceed $13,200.00 was reviewed. It was noted that Wanda Hyde would put a class 1 advertisement in the Daily Press, noting bid was accepted.
Don Jenicek made the motion Larry Nelson seconded to go into closed session pursuant to Wisconsin State Statutes 19.85 (1) (c) for considering employment, compensation, or performance evaluation of road crew.
Reconvene in open session.
Motion was made by Charly Ray seconded by Don Jenicek to give Mike Yonan and hourly increase of .85; Butch Warren and Jim Maki and hourly increase of .65 an hour at the 1st of New Year. Motion carried.
Next meeting was set for Tuesday, November 13th at 6 p.m.
Town meeting was set for November 27th at 6 p.m.
Motion to adjourn at 9:17 p.m. was made by Charly Ray seconded by Larry Nelson.
