Monthly Board Meeting
October 9th, 2012

Meeting was called to order at 6:00 p.m. by Chairman Al House.  Roll Call: Supervisor Larry Nelson, here; Supervisor Charly Ray, here; Chairman Al House, here; Clerk Wanda Hyde, here and Treasurer Carol DeMars, here.  Others present:  Jim Maki, Paul Norris, Mike Bunch, Paula Bunch, Mike Yonan, Tom Manley, Judy Manley, Peter Zienty, Kristen Gilliland, Isaac Gilliland and Jennifer Zienty.

Approval of Minutes of 9/11/2012Motion was made by Charly Ray seconded by Larry Nelson to approve the minutes as presented.  Motion carried.

Payment of billsMotion was made by Charly Ray seconded by Larry Nelson to approve payment of bills in the amount of $15,490.15.  Motion carried.

Treasurer Report was given by Carol DeMars.  Checking $40,318.25; Regular Savings $21,846.33; Tax Levy $22,793.18; Equipment Account $4,322.33 and Room Tax $4,952.34.

Citizens concerns and comments

Motion was made by Charly Ray seconded by Larry Nelson to approve the appointment of Therese House to a 3 year term on the Parks Committee.  Al House abstains from voting.  Motion carried.

Restricted parking along Houghton Falls Road was discussed.  Decided to hold off a year and see what happens next year.

Road Report

C & W Trucking gave Mike an estimate of $13,125.00 to ditch Maki Road 2.5 miles.  This includes dozer, roller, labor and mobilization.  This would narrow Maki Road to 26’ of Road bed.  Motion was made by Charly Ray seconded by Larry Nelson to approve C & W Trucking do 1 mile (STH 13 – Washington Ave) this year and finish in 2013.  Motion carried.

Mike Yonan received a price of $55,085.00 to put a 4” gravel lift on 8818 feet of Friendly Valley Road.

Mike Yonan reported that work has been done on Little Sioux washout behind wall.  Salt/sand is being delivered.

Old Business-

Dryer Road – Paul Norris reported that he had gotten approval from Ungrodts and they should be ready for construction in 2013.

Ad Hoc Committee Meeting is set for October 15th, 2012 at 4:00 p.m. Those who are on this committee are Paul Norris, Jay Pringle, Greg Rozier and Al House will attend as well as Mike Yonan (Mikes time will be part of paid day).

New Business

Fuel contracts were opened and reviewed as follows:

Midland   diesel would be .12 below daily posted amount and propane $1.29 for 2012-2013 season.

Ferrellgas – no diesel – propane would be at $1.249 for 2012 – 2013 season.

Motion was made by Charly Ray to approve the bid of Midland for diesel fuel and Ferrellgas for propane, second by Larry Nelson.  Motion carried.

Permit by James Presseller requesting a variance for a reduced setback of 54’ from the ordinary high water mark of the Onion River in order to create a 30’ wide buildable core and allow for the construction of a new home was discussed.  Motion by Larry Nelson seconded by Charly Ray to table as the Town Board does not have the expertise to assess whether this variance would damage the Onion River watershed.  Motion carried.

Isaac Gilliland of Boy Scout Troup #336 requested putting a “Cache to Eagle” at Bayview Park.  To find these Cache you would go to Geocaching.com and choose “Hide and Seek a Cache” type in Cache to Eagle and your BSA local council name. Motion to approve request was made by Al House, seconded by Charly Ray.  Motion carried.

Motion to approve the expenditure of up to $400 to purchase a copier, scanner, printer, fax machine for the town clerk office was made by Charly Ray seconded by Larry Nelson.  Motion carried.

Revisiting HFNP.-

Al House had received a estimate from Jill O’Neill of Graphically Put for HFNP interactive signs in the amount of $420-$480.  Steve Guski would be requested to build the story boards and town crew would install.  Motion was made by Charly Ray seconded by Larry Nelson to accept estimate of Graphically Put.  Motion carried.

Northwoods Paving had sent the clerk an estimate of cost of blacktopping Houghton Falls Road.  This is being forwarded to Therese House.

Next meeting is set for Monday, November 12th, 6:00 p.m.

Motion to adjourn was made by Charly Ray seconded by Al House.
