Monthly Board Meeting October 8th, 2019

October 8th, 2019
Meeting was called to order by the Chairman Charly Ray at 6:00 p.m.
Roll call: Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: Mike Garnich, Rob Bergman, Kyle Anderson, Karen Crowell, Mike Yonan, Bob Cuty and Ken Cadotte.
Minutes of September 10th, 2019. Motion was made by Bill Bodin seconded by Don Jenicek to approve as presented. Motion carried.
Treasurer report was made by Kelly Warren. Checking $61,297.15; Equipment $10,832.57; Room Tax $7,145.84 and Tax levy $1,000.96.
Citizens’ Concerns –
Mike Garnich wanted to say thanks for the work that was done on Frostman Road. Karen Crowell requested the board to reconsider their stand on the Regional Housing Study. The Board stated that they would look at the paperwork and put this item on next month’s agenda.
Class A Special Use permit by Kyle & Lori Anderson to build a single-family residence at 77600 Big Rock Road was reviewed. Motion to approve was made by Don Jenicek seconded by Bill Bodin. Motion carried.
Charly Ray asked Wanda Hyde if she has seen the permit for putting the depot at the Bayview Park location. She has not seen the permit but did get a call from Jenny Murphy who was doing the permit for the town and the county needed a check, which has been done.
Parks Committee requested the town workers dig a trench around the depot. It was stated that the town workers should not be doing this type of work on private property. This would be in competition with the private sector.
Charly Ray noted that Landmark has completed another workday at HFNP. Life ring has been installed by the lake.
Xcel Powerline will be having open meeting for public comment on October 22nd at 6 p.m. and October 23rd at 2 p.m. Discussion and agreement that Chairman Charly Ray should submit a comment with the town concerns and preferences.
Wisconsin Broad Band meeting was attended by Don Jenicek. Mark Scribner was going to get information to the town clerk. Tabled until we receive more information from Mark Scribner.
Budget review and discussion of loans and loan debt. The town will be applying for a WisDOT 90-10 program as well as a TRIP application. Mike Yonan will take care of the applications. Wanda Hyde noted the HNP project only cost approximately $3,000 where the town loan was for $21,000. Discussion of reallocating the loan followed.
Charly Ray made a case for finishing Maki Road approximately $219,000 for blacktop and prep work would be about $20,000.
Don Jenicek would like to see the prep work for Maki Road done in 2020 with the blacktop to follow in 2021.
Some changes were made to the budget. Wanda Hyde would bring the budget back to next meeting with additions and or corrections.
Road Report – Mike Yonan stated that they had been doing grading and brushing.
Payment of bills in the amount of $75,529.61. Motion was made to approve as presented by Bill Bodin seconded by Don Jenicek. Motion carried.
Correspondence –
Wanda Hyde stated that there is grants to update computers that are being used for WisVote. Our computer is up to date.
Wanda Hyde stated that she has received the short version of Ordinance 19-04 which was passed on July 9th, 2019. Mike Yonan will post at the town hall and on the web site and Don Jenicek will post at
Bayview Park. Wanda Hyde stated that according to our most recent Wisconsin Towns magazine that we would not have to post in the newspaper if we did these three places. Suggestion were made to send Ordinance 19-04 to several business.
Motion was made by Don Jenicek seconded by Charly Ray to go into closed session pursuant to Wisconsin State Statutes 19.85 (1)(c) for compensation or performance evaluation of road crew.
Motion was made by Don Jenicek seconded by Charly Ray to reconvene in open session and take any necessary action on closed session items.
Motion was made by Don Jenicek seconded by Bill Bodin to give the Road Foreman a 65 cent raise and the to part time workers a 55 cent raise in 2019. Motion carried.
Next meeting is scheduled for November 11th, 2019.
Motion to adjourn was made by Bill Bodin seconded by Don Jenicek at 9:05 p.m.
