Monthly Board Meeting November 13th, 2018

November 13th, 2018

Meeting was called to order at 6 p.m. by Chairman Charly Ray.

Roll call:  Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present:  David Hyde, Bob & Nicola Cuty, Mike Yonan, Paul Norris, Kim Suske, Paul Johnson and Linda Jorgenson.

Minutes of October 9th, 2018.  Motion was made to approve as presented was made by Don Jenicek seconded by Larry Nelson. Motion carried.

Treasurer report by Kelly Warren.  Checking $51,318.06; Equipment $7,830.42; Room Tax $10,995.79 and tax levy $54,586.95.

Citizen’s Concerns –

Kim Suske wanted to know if Mike Yonan had investigated the process of reducing the speed limit on Washington Ave.  Mike had contact WIS DOT and he doesn’t think we will be able to reduce the speed limit.

Broadband Resolution #18-2 was read by Charly Ray.  This would be a 3-way split on expenses between Towns of Washburn, Barksdale and Bayview in order to secure grant funding for an upgrade to broadband services in the towns. Motion was made by Charly Ray seconded by Larry Nelson to approve and send copy to Kellie Pederson UW Extension Office. Motion carried.

Parks Committee –

Charly Ray noted that the HFNP trail construction has been halted because of weather.

History Committee

Paul Johnson reported on History Committee to date.  The town would not spend money on restoration.

Motion was made by Charly Ray seconded by Larry Nelson that the town would be willing to accept building upon delivery.  Motion carried.  It was noted that once Town of Bayview takes possession the town would have to carry insurance and have some expenses for up keep.

Road Report
Mike Yonan reported that Whiting Road has not been completed.  We do have a verbal confirmation on the project extension.  First portion has gravel and ditching (seed and mulching not done).  Extension has not been completed.  Mike Yonan reported that Smith Fire Lane is being ditched by Jim Maki and it would be ok to bill Bayfield County Forestry for project.

5-year road plan

Mike Yonan asked when Bodin Road resurfacing is scheduled for and was told 2021.

Land Use Plan

Goal #1 was reviewed.  Charly Ray stated that he would like to re-visit the exterior lighting in the future.

Wanda Hyde was requested to look up revisions to Land Use Plan.

Ordinance regarding commercial use of Town property (beach, park & preserve) discussion was tabled.

Review revisions of Grievance Policy was tabled.

Ordinance #18-01 Exemption from Treasurer Bond was reviewed.  This ordinance would be for an indefinite period, unlike the resolution that had to be done every year.  Motion to approve as presented by Don Jenicek seconded by Larry Nelson.  Motion carried.

Payment of bills in the amount of $53,644.54.  Motion was made to approve bills as presented and sign was made by Don Jenicek seconded by Larry Nelson.  Motion carried.

Budget 2019 was reviewed, and some changes made.  Wanda Hyde was instructed to make changes and send to Board ASAP.

Correspondence – No action necessary.

Next meeting is set for December 11th, 6 p.m.

Motion to adjourn was made by Larry Nelson seconded by Charly Ray at 7:50 p.m.
