Monthly Board Meeting November 12th, 2019

November 12th, 2019
Meeting was called to order at 6:00 p.m. by Chairman Charly Ray.
Roll call: Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: David Hyde, Mike Cariveau (Bayfield Wireless), Butch Warren, Kellie Pederson (U.W. Extension, Bayfield County), Susan Raasch, Paul Norris, Mike Yonan, John Sopiwnik, Paul Johnson, Cindy Dillenschneider and John Carlson.
Minutes of October 8th, 2019. Motion was made by Bill Bodin seconded by Don Jenicek to approve with changes that Charly Ray suggested. Motion carried.
Treasurer Report was given by Kelly Warren. Checking $31,068.92; equipment $10,832.84; room tax $10,458.72 and tax levy savings $1,001.00.
Request was made and granted to move number agenda item #7 and #9 forward.
Regional Housing Study presentation by Kellie Pederson U.W. Extension, Bayfield County. Regional Housing has applied for a grant to study the housing needs in Bayfield County, and would like us to share in the cost of this study in the amount of $636.90 which would be due in 2020. Motion was made by Charly Ray to approve and seconded by Bill Bodin. Motion carried, with Don Jenicek in opposition. Letter of support would be sent to U.W. Extension.
Mike Cariveau of Bayfield Wireless has applied for a grant to provide High Speed Wireless to Town of Bayview residents. Mike has requested $5,000 for support for this grant, which would be due in 2020. CenturyLink has also applied for this grant. Motion was made by Charly Ray seconded by Bill Bodin to support both projects (Bayfield Wireless and CenturyLink) in the amount of $5,000 each, keeping in mind that It would be most likely that only one company would receive the grant. Motion carried. Charly Ray will work with Mike Cariveau on the agreement for wireless grant.
Citizen’s concerns and comments:
Paul Norris stated that Whiting Road has set up nicely since work was done this Summer.
Cindy Riemenschneider noted that a pickup truck has been sitting on Singer Road leaking gas. Bill Bodin offered to contact the owner, to have it removed.
Bill Bodin spoke on behalf of HFNP concerns this summer, parking on both sides of road, trespass onto private property and the need for plans to fix these issues. Mike Yonan reported the gate is not working.
Park and Preserve updates: Charly Ray reported that relocation of the Depot should take place in the near future. Annual picnic will be held on August 22nd, 2020 and we would need more brats.
Paul Johnson stated that three members will not be renewing their position on Parks Committee in March and we need to look for replacements. Those not renewing are Sue Jenicek, Linda Jorgenson and Carla Kedrowski.
Election workers wage increase was presented by Wanda Hyde. She requested an increase from $10 to $13. Motion was made by Don Jenicek seconded by Charly Ray to increase the election workers wages to $15 per hour. Motion carried.
Budget review took place at this time. It was noted the HFNP Project was under budget by $10,120. There was discussion of paying full balance of the loan from room tax or just project costs. Discussion followed with no action being made at this meeting.
John Carlson suggested consolidation of loans and starting contingency fund.
Roads Report – Mike Yonan didn’t have anything to report at this time.
Payment of bills in the amount of $61,396.06. Motion was made by Bill Bodin seconded by Don Jenicek to approve and pay as presented. Motion carried.
Correspondence – No action necessary.
Budget Meeting is set for Wednesday, November 20th at 7:00 p.m.
Next monthly meeting is set for Tuesday, December 10th, at 6:00 p.m.
Public Hearing is set for Tuesday, December 10th at 7:00, p.m. with Special Town meeting of the electors to follow for the approval of 2020 tax levy, Special Town Board meeting to approve budget will follow the Special Town meeting of Electors.
Motion to adjourn was made by Don Jenicek seconded by Bill Bodin at 8:50 p.m.
