Monthly Board Meeting May 19th, 2020

May 19th, 2020
Meeting was called to order by Chairman Charly Ray at 6 p.m.
Roll call: Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present.
Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Other present: David Hyde, Cary Bouchard, Paul Johnson, Mike Garnich, Mike Yonan, Paul Norris and Butch Warren.
Minutes of April 21st, 2020. Minutes were clarified and then motion was made by Don Jenicek seconded by Bill Bodin to approve with edits. Motion carried.
Treasurer report by Kelly Warren: Checking $37,932.81; Equipment $3,398.95; Room tax $11,821.61; Contingency fund $10,000.12 and Tax levy savings $89,371.57.
Review of Profit and Loss Statement. Suggestion was made that the Clerk email the statement a couple of days in advance of the meeting also to add a 6th column for comments.
Citizen’s concerns and comments –
Paul Norris questioned when the calcium chloride would be put in place. Mike Yonan stated that it has been ordered and should be here soon.
Bid Opening for Road Paving Maki Road.
Northwoods Paving $212,995.87
Angelo Luppino $251,697.00
Motion was made by Bill Bodin seconded by Don Jenicek to approve bid of Northwoods Paving to pave Maki Road. Motion carried.
Town park and Preserve management and goals for 2020.
Paul Johnson requested Bayview History Committee be allowed to put in a pole at Bayview Park to place a solar panel to provide 12-volt LED light power at the depot location. This was not an agenda item so was tabled until next month.
Greg Wise of Cornucopia contacted Charly Ray, he was looking on the town’s website for Ordinance 19-04 regulating merchants doing business on town property. The link was not working, and Mike Yonan said he would fix the problem.
Cary Bouchard representing several property owners adjacent to HFNP stated that they felt very strongly against activities going on in the preserve. (Emails were received from residents regarding issues.) Cary Bouchard suggested taking down the sign that says trail stops 100 yards.
Charly Ray stated that the town has done a lot to make things better at the preserve for the residents. Charly Ray volunteered to draft a letter to the residents that had emailed their thoughts.
Review and possible action on part time position for HFNP.
Job description was reviewed, and changes suggested. Bill Bodin offered to edit the ambassador job description. Motion to set the pay rate at $12.50 for this position with a $500.00 bonus on completion of the Summer was made by Don Jenicek seconded by Bill Bodin. Motion approved. Advertising would be for two weeks with interviews to take place on June 9th meeting.
Roads Report – Mike Yonan reported on a major culvert failure on Niemisto Road. He also reported that they would start the reclaiming on Maki Road and that Butch Warren had been grading FR103. They would put the calcium chloride in place as soon as it arrives.
Payment of bills in the amount of $27,404.23. Motion was made by Don Jenicek seconded by Bill Bodin to approve and sign as presented. Motion carried.
Next meeting is set for June 9th, 2020 at 6:00 p.m.
