Monthly Board Meeting May 14th, 2019

Meeting was called to order by Chairman Charly Ray at 6:02 p.m.

Roll call:  Supervisor Don Jenicek, out of town; Supervisor Bill Bodin, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present:

Jason Maloney, Cindy Dillenschneider, Carly & Tyler Stephenson, Susan Raasch, Mike Garnich and Mike Yonan.

Minutes of 4/9/2019.  Motion was made by Bill Bodin seconded by Charly Ray to approve as presented.

Motion carried.

Road Tour Minutes of 5/8/2019.  Motion was made by Bill Bodin seconded by Charly Ray.  Motion carried.

Bill Bodin would attend the training at Lakewood’s on May 17th.

Treasurer Report by Kelly Warren.  Checking $20,734.54; Equipment $7,831.59; Room Tax $10,870.73 and tax levy savings $111,802.70.

Budget review thru March was presented by Wanda Hyde. Request was made by Bill Bodin to show 2018 -2019 same quarter plus a column with the difference.

Citizens Concerns and Comments’ -There were none at this time.

Class B Permit for Jason Maloney and Cindy Dillenschneider to operate a home-based design business out of an accessory structure at 79270 STH 13, was reviewed.  Motion was made by Bill Bodin seconded by Charly Ray to approve as presented.  Motion carried.

Class A special use permit for Tyler and Carly Stephenson for a home on Ag1 zoned property.  Property location is next to the cemetery on Washington Ave.  Motion was made by Bill Bodin seconded by Charly Ray to approve this permit.  Motion carried.

Class A permit for Robert Kemkes for seasonal cabin with composting toilet with no well, septic or electricity on South Niemisto Road was reviewed.  There was a need for more information regarding this permit.  Motion was made by Bill Bodin seconded by Charly Ray to table and follow up with a phone call.  Motion carried.

Update on depot project.  Charly Ray had presented the Bayview Historical Committee with a letter of support for their grant application.  Charly also stated that construction would start on June 15th for the HFNP trail improvements.

Roads report by Mike Yonan.  Mike Yonan reported that the cost of a salt/sand shed would be approximately $55,000.  Mike also reported the need to replace the culvert on Whiting Road by the Bailey residence.

5-year road plan – Charly Ray presented a revised 5-year road plan with changed discussed on the road tour.

Land Use Plan review and discussion was tabled.

Resolution #19-03 Authorizing the Town of Bayview to have Village Powers has been approved by the residents at the 106th Annual Meeting held April 16th.  It was noted that 13 residents were in favor of Resolution #19-03 and 0 opposed. The Town Board authorized the posting of this resolution.

Payment of bills in the amount of $82,766.74.  Motion was made by Bill Bodin seconded by Charly Ray to approve as presented.  Motion carried.

Next meeting is set for June 11th at 6:00 p.m.
