Monthly Board Meeting
May 14th, 2013

Meeting was called to order at 7:00 p.m. by Chairman Charly Ray.

Roll Call:  Supervisor Larry Nelson, here; Supervisor Greg Rozier, here; Chairman Charly Ray, here; Clerk Wanda Hyde, here and Treasurer Carol DeMars, here.  Others present: David Hyde, Deb Gierczic, Mike Bailey, Jo Bailey, Joe Johanik, Chris Engfer, Paul Norris, Steve Kreuser and Frank Peterson.

Approval of minutes of April 9th, 2013.  Motion was made by Larry Nelson seconded by Greg Rozier to accept the minutes with one change, word purchase should replace will get costs for next meeting.  Motion carried.

Treasurer Report was given by Carol DeMars.  Checking 30,948.68; Tax Account $27,493.27; Equipment fund $4,322.98 and Room tax $4,248.70.
Payment of the bills in the amount of $40,503.00.  Motion was made by Greg Rozier seconded by Larry Nelson to approve and pay bills as presented.  Motion carried.

Citizens Concerns and Comments

Dumpster Day has been changed from May 25th to June 1st due to Memorial Day weekend.

Mike Bailey asked if the town had heard from Excel Energy regarding their purposed line expansion.   No one on the board had heard anything but Charly Ray would look into this expansion project.

Mike Bailey had mailed a letter to all town board officials regarding issues on Whiting Road, he asked how are they being addressed and how often.   Charly Ray explained work on all roads in the Town of Bayview.  Greg Rozier stated that we were prioritizing roads and board was sensitive to making better roads.

Steve Kreuser reported that the road leading to his property was impassable and suggested ways of correction.  Greg Rozier stated he would take a look at this road and report back to board.

Road Evaluation Report will be posted to the website when it has been approved by the board.

Paul Norris reported on the Road Evaluation Updates, board will review.

ATV Ordinance #02-03 was reviewed.  BC Sheriff’s Department has requested all towns review their Snowmobile Ordinance as well as ATV and UTV and send copies.  We do not have an UTV Ordinance but the clerk was instructed to send copies of Snowmobile and ATV to BC Sheriff’s department.

Town Parks Ordinance states hours of closure is from 12 a.m. – 4:00 a.m. while our HFNP Management Plan which has been approved by the State of Wisconsin and the Town of Bayview states from sunset to sunrise.  Concerned citizen seemed to think this would be a problem with law enforcement.

Invasive Weed Management is being conducted by North Woods Coop Weed Management in the Town of Bayview.

May 7th, 2013 Road Tour reported on by Charly Ray.  Little Sioux Bridge is still a problem; Charly is working with BC and DNR to develop a plan.

Old Business-

Boat Rack/Camping at Bayview Park was discussed.

Survey of town’s people for opinion would a good idea and Charly Ray agreed to draft and talk with Parks Committee and Road Evaluation Committee.

Centennial Committee Report was given by Charly Ray.

New Business

Motion to approve the Liquor License of Good Thyme and Valley View Pub & Grub pending no further outstanding bills was made by Larry Nelson seconded by Greg Rozier.  Motion carried.

Records retention was discussed.  Most things only need be kept for 7 years per Wisconsin Towns Association Legal Council Lee Turonie.

Employee Evaluation Forms were discussed.  Larry Nelson has agreed to make up a sample for our next meeting.

Action on Scenic Byway Intergovernmental agreement was tabled until next meeting.

Regulation of synthetic Marijuana was discussedMotion was made by Greg Rozier seconded by Larry Nelson to draft a letter will be sent to Senator Robert Jauch and Representative Janet Bewley  requesting they take action to regulate these substances  and the sale and use of synthetic drugs and Chair to sign.  Motion carried.

Room tax – Carol DeMars will look into what our portion of these room taxes can be spent on.

Correspondence – No action necessary.

Board of Review – May 21st, 2013 – Charly will not be in attendance but Larry Nelson has had the training, and will conduct the meeting.

Next meeting was set for MONDAY, June 10th, 2013 at 6:00 p.m.

Motion to adjourn was made by Larry Nelson seconded by Greg Rozier.

Motion to go into closed session per Wisconsin State Statutes 19.85(1) (b) & (c) for personnel matters was made by Greg Rozier seconded by Larry Nelson.  Roll Call:  Larry Nelson, yes; Greg Rozier, yes; and Charly Ray, yes.

Motion to go out of closed session was made by Larry Nelson, seconded by Charly Ray.
