Monthly Board Meeting May 13, 2014

Chairman Charly Ray called the meeting to order at 6:03 p.m.

Roll Call:  Larry Nelson Supervisor, present; Charly Ray Chairman, present; Wanda Hyde Clerk, present; Carol DeMars Treasurer, present and Greg Rozier Supervisor notified Chairman he would be a few minutes late. Others present:  David Hyde, Paul Norris, Mike Yonan, Deb Gierczic, Steve Kreuser, and Sue Radtke.

Motion to approved minutes of April 8th, 2014 was made by Larry Nelson seconded by Charly Ray.  Motion carried.

Treasurer report was given by Carol DeMars: Checking $9,919.73; Equipment Fund $5,230.72; Room Tax $6,328.02 and Tax account has been closed into checking.

Greg Rozier Supervisor arrived at

Motion to approve payment of bills in the amount of $42,634.93 was made by Larry Nelson seconded by Greg Rozier.  Motion carried.

Citizens’ concerns and comments –

Motion was made to extend Karla Kedrowski’s position on the Park’s Committee by Greg Rozier seconded by Larry Nelson.  Motion carried.

Motion was made by Larry Nelson seconded by Greg Rozier to not pay the bill for snow plowing by Joe Johanik.  Vote 2 yes, and 1 abstain.

Charly Ray presented a draft agreement to be signed by local ATV Trail Group and returned along with a check for $200.00 earnest money towards anticipated trail expenses.  Surplus funds will be returned to the Club at the end of the year.

Plow purchase was brought up for discussion by Greg Rozier. It was agreed to develop a Town policy for major purchases of $2000 or more, not including re-curing line items in Budget.

Steve Kreuser appreciates the work done on FR leading to his cabin and would like to see more of the same material installed this year.  The Board would look at the site when they do the Road Tour to see what could be done.

Road Business:

Road report was given by Mike Yonan Road Supervisor.  Grading, major culvert failures on Friendly Valley Road, Burlager and Whiting Roads.

Repeater to make contact truck to truck was brought up by Mike Yonan as cell phone coverage does not work in some areas.  Steve Krueser offered his cell phone booster to Mike to try out and return.

Greg Rozier reported that he had met with Shawn Haseleu from the WI DNR and Randy Erickson at the Big Rock Road site and were in agreement that more material needs to be put down. It would only take 1-2 days when road limits are lifted and we already have materials and it is part of C & W Trucking’s original contract.  Guard rails which are the town’s responsibility need to be put in place and use of select crushed for finishing.  One section of guard rail would be installed at another location on road.

Paul Norris of Road Committee reported that they did not meet this month, waiting on work on Maki Road.

Charly Ray reported no work on 5 year road plan until after the road tour.

Maki Road showed benefits of the work done last year with the road reclaimer but definitely needs more gravel. Conditions of Maki were poor with slippery unsafe conditions during month.

Mowing policy was brought up by Charly Ray.  Suggested we pick some roads that don’t have a lot of traffic and only do 1 pass.  Road Tour would be checking out roads for mowing policy changes.

New business –

Town Clerk had a request from a resident to borrow 3 tables for Brownstone Day of July 26th.  The board has no problem with Tammie DeMars use of 3 tables at no charge.

Electric power at Bayview Park was brought up by Mike Yonan.  Bayfield Electric would put in at no cost to the Town.  Mike will pursue getting this in writing.

Dumpster Day is set for May 24th.

BC Zoning is letting the town board know when someone in our township has a zoning violation.  One party is renting at a nightly rate and Carol will look into this matter as they should be paying room tax.

Correspondence –

Letter was received from Bob Jauch, WI State Senator thanking the town board for their opposition of Senate Bill 349, which was later introduced as Senate Bill632 which is the latest attempt to restrict local control on behalf of the sand mining industry.

Washburn Chamber of Commerce requested the Town’s input regarding our town parks as they were in the process of redoing their website. Charly Ray requested input and photographs for the website.

Next meeting is set for June 10th, 2014 at 6:00 p.m.

Road Tour is set for Monday, May 19th, at 6:00 p.m.

Motion to adjourn was made by Greg Rozier seconded by Larry Nelson.
