Monthly Board Meeting May 12th, 2015

May 12th, 2015
Meeting was called to order at 6:02 p.m. by Chairman, Charly Ray.
Roll call: Supervisor Larry Nelson, present; Supervisor Donald Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: David Hyde, Mike Yonan, Kim Bouchard, Bob Bodin, Al House, Mark Smith, Anne Smith, Steven Kreuser and Joe Russo.
Motion to approve minutes of April 14th, 2015 as presented was made by Larry Nelson seconded by Charly Ray. Motion carried.
Motion to approve Road Tour Minutes of April 28th, 2015 as presented was made by Donald Jenicek seconded by Larry Nelson. Motion approved.
Treasurer Report was given by Kelly Warren. Checking $34,504.12; Equipment Fund $5,226.79; Room Tax account $8,540.29 and Tax Savings Account $9,511.53.
Kelly Warren reported on Line of Credit borrowing. Bremer Banks fees would be from $300-$500. She checked with Chippewa Valley and Northern State Bank. There would be no fees and you would not need to apply every year. Line of Credit would be on a two to three year renewing. Line of Credit will be on June’s agenda.
Citizen’s Concerns and Comments-
Al House suggested the Town Board make up a letter to CenturyLink regarding the lack of internet access in rural areas. Joe Russo stated that “net flex” is what has slowed down the internet system.
Joe Russo was looking for a used pickup for personal use and check what Town of Bayview could buy a 2114 ½ ton Ford truck with HD suspension w/plow and was quoted $24,900.00.
Steven Kreuser stated he would like to see the town fix up his road so that he could have year around access. He would like to see this done over 3 years.
Several residents spoke on the “no parking” signs on Houghton Falls Road.
Road Business –
Mike Yonan Road Supervisor reported that road limit signs came down today. Only one area that is still showing some frost on Maki Road. Bayfield Electric has once again offered to put in the electric to a pedestal across from pavilion at Bayview Park. There is a new house being built on Niemesto Road.
5 Year Road Plan was reviewed for 2015.
Road Committee was discussed. Past Committee was very helpful, but there is no one interested in serving.
Gravel bid was reviewed. Motion to approve and advertise with date changes was made by Charly Ray seconded by Larry Nelson. Motion carried.
Right of Way Maintenance (mowing) was discussed and decided Mike should do the best he can.
Old Business –
Linda Jorgenson was trying to put together a grant application for overlook at Houghton Falls Nature Preserve. She will not be able to get this grant written in time for this year.
No Parking Sings – No action was taken, signs will remain where they are at this time.
New Business-
Room Tax Representative for Town of Bayview was discussed. Wanda noted that it is a three year term and should be a board member. Carol DeMars has stated she would stay on for 1 year even though she is not a board member until Kelly Warren learns her new job as Treasurer. This item was tabled until next meeting. Wanda would find out how often Room Tax Commission meets and where.
Internet Services outlying areas is very poor. Charly Ray has volunteered to talk to Wisconsin Towns Association, Representative Beth Meyers and Lynn Adams regarding this issue. He will than draft a letter to CenturyLink.
Charly Ray mentioned that the board should do something for Carol DeMars in recognition of her 30+ years as Town Treasurer. Charly will try and find out exactly how many years Carol was Treasurer. Put this item on June’s agenda.
Permits for Bayfield County and Edith Merila. This land has already been swapped and now needs to be rezoned. Motion was made by Charly Ray seconded by Larry Nelson to approve both permits and sign. Motion carried.
Purchase used pickup truck. Motion was made by Donald Jenicek seconded by Charly Ray to borrow $17,900.00 to purchase 2008 Ford diesel 1 ton pickup truck from Ashland Mini Storage and loan included the price of a plow paying back over 4-5 years. Motion carried.
Payment of bills in the amount of $38,693.93. Motion was made by Donald Jenicek seconded by Larry Nelson to approve bills as presented and pay. Motion carried.
Next meeting is set for June 9th, 2015.
