Monthly Board Meeting May 10th, 2016

Meeting was called to order by Chairman Charly Ray at 6:00 p.m.

Roll call:  Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde present and Treasurer Kelly Warren, present.  Other present: David Hyde, Al House, Cindy Dillenschneider, Deborah O’Leary, Linda and Bob Bodin, Butch Warren, Mike Garnich, Mike and Paul Bunch, Woody Peterson, Wendy Murphy, Craig Haukass, Nicola & Bob Cuty, Cary Bouchard, Kim Bro, Steve Kreuser, Paul Norris, Mike and Jo Bailey, Mike Yonan and Mark Smith.

Motion to approve minutes of April 19th, 2016 with changes noted was made by Don Jenicek seconded by Larry Nelson.  Motion carried.

Treasurer report was given by Kelly Warren.  Checking $41,416.25; Equipment Fund $7,959.03; Room Tax $5,495.47 and Tax account $81,506.80.

Citizens’ Concerns and Comments

Steve Kreuser questioned what they would do for his road to provide access in the spring to his home.

Al House noted that Houghton Falls Road has continued to deteriorate.

Item number 7 was moved forward at this time, Houghton Falls Nature Preserve.

Motion was made by Charly Ray seconded by Larry Nelson to change Houghton Falls Nature Preserve hours as follows:

April 1st until Sept. 15th 6:00 a.m. – 8:00 p.m.

Sept. 16th until Mar. 31st 6:00 a.m. – 5:00 p.m.

Craig Haukass and Cary Bouchard noted access is more of an issue than hours of operation.  Liability and present dangers were also discussed.

Al House gave the board credit for being flexible and listening last year and putting in the automatic gate.

Talk of split rail fence to replace existing fence.

Linda Jorgenson commented about the problem of preserve overuse and the grant will help will help with safety issues and trail damage.

Cary Bouchard stated issues of vandalism within the park are coming from young adults from out of the area.

Bob Cuty reported there had been two fires in last two weeks under the shelf.

Motion carried.

Charly Ray volunteered to check with contractor regarding split rail fence to replace by Cary Bouchard’s place and add to Cuty’s.

HFNP gate work needs to be upgraded as it is a safety issue. Motion was made by Don Jenicek seconded by Larry Nelson to have Jim Maki do the upgrades to gate and expenses will come out of room tax.  Motion carried.

Looking for volunteers for monitoring HFNP to check at closing time.  Don Jenicek volunteered to check on Friday nights and Paul Johnson and Sue Jenicek would also help with this issue.

DNR Grant Request is for $37,480 and Coastal Management Grant looks like we will receive $20,000.

Road Business –

Mike Yonan reported that they had been working on Friendly Valley Road culverts.  They have put gravel on Smith Fire Lane and Maki Road.

Wendell Michel has given his two weeks’ notice.  Jim Maki will work this summer and need to get someone out brushing.

Calcium Chloride should be done by the end of May.

Friendly Valley overlay requires a Class 2 notice.  Motion was made by Don Jenicek seconded by Larry Nelson to post notice for a 2” overlay on Friendly Valley Road with bids to be open on May 25th.  Motion carried.

Road Tour Report was presented by Larry Nelson reviewed by Charly Ray.

  • Look at Budgeted areas.
  • Gravel West end of Maki Road
  • Culvert on W. Maki road bad, priority of 2017.
  • Crack fill Big Rock Road.
  • Replace culvert on S. Side Sioux River Bridge.
  1. Note for Charly to contact Ben Duffford – Little Sioux Culvert.
  • Whiting Road –looks great
  • Bayview Beach Road – More gravel
  • Blacktop Houghton Falls Road (Donation of $70,000 from Woody Peterson)

Long term Road improvement plan was reviewed by Charly Ray.

Mike Garnich reported on study he has done on blacktop v/s Gravel.

Telephone pedestal by town garage was discussed, no action taken.

Payment of bills in the amount of $6,758.20.  Motion to approve and pay as presented was made by Larry Nelson seconded by Don Jenicek.  Motion carried.

Special meeting is set for May 25th at 5:30 p.m. for the purpose of changing hours of operation at Houghton Falls Nature Preserve in the Management Plan, Ordinance #12-04 and Citation Ordinance #16-01 and Blacktop bid opening.

Next regular meeting will be June 14th, 2016 at 6:00 p.m.

Motion to adjourn was made by Don Jenicek seconded by Larry Nelson.
