Town of Bayview
March 20^th, 2018

Meeting was called to order at 6:03 p.m. by Charly Ray, Chairman.

Roll Call:  Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present:  Mike Yonan, David Warren, Mike Garnich, Mike Mlynarek (Barksdale), Bob & Nicola Cuty, Joe Russo, Alice Cadotte, Kenneth Cadotte, Mike Kaseno, and Paul Johnson.

Minutes of February 13^th, 2018.  Motion was made by Larry Nelson seconded by Don Jenicek to approve.  Motion carried.

Treasurer report by Kelly Warren:  Checking $29,987.39; Equipment $4,829.37; Room tax $6,952.05; and tax levy $117,127.30.

Citizen’s Concerns and Comments – None at this time.

Road Report by Mike Yonan:  Frozen road bands started March 19^th.

Charly Ray has been checking into getting road gravel for Forest Roads with Federal Forest.

5 Year Road Plan – No action

Archeological research request at HFNP discussed at length.  Larry Nelson reported that he had called the State of Wisconsin Archaeologist and he didn’t see any harm in allowing this exploration.

Don Jenicek still had concerns regarding regulating what and where they dig.  Mike Mlynarek reported his findings when they did a dig at the Whittlesey Creek area and his property.  Mike also stated that they would need to get a permit through the Wisconsin Historical Society. The archaeologists would need to talk with Town of Bayview before digging and show their plan of action.  Motion was made by Charly Ray seconded by Larry Nelson to allow this archaeological dig to proceed.  Motion carried.

Charly Ray stated that he had been looking into summer trail work plans for HFNP.  North York Carpentry has been doing other trail work in the area and so has Dirt Works.  Looking to Mark Smith for lumber costs.

Bayfield County Health Department has a program where they would fund 50% of projects that would promote healthy lifestyle.  Walking path development is one of their projects and Charly Ray will look into getting some help with HFNP trail work.

Xcel Powerline update is that Xcel will be hosting a workshop on April 4^th from 5-8pm at the Harbor View Event Center and a public open house later in April.

Financial Report for 2017 was presented to the board by Wanda Hyde.  Discussion took place.

Motion was made by Don Jenicek seconded by Larry Nelson to approve and present The Financial Report for 2017 at Annual Meeting.  Motion carried.

Spring Road Tour was set for May 1^st at 8 a.m. starting at town garage.

Bills in the amount of $438,691.43.  Motion was made by Don Jenicek seconded by Charly Ray to approve and sign as presented.  Motion carried.

Correspondence –

Oak Wilt Disease was discussed.

Parks Committee will meet on April 3^rd in the basement of Town Hall.

Next meeting is set for April 17^th, at 6 p.m. followed by Annual Meeting at 7:00 p.m.
