Monthly Board Meeting March 12, 2019

March 12, 2019
Meeting was called to order by Chairman Charly Ray at 6:01 p.m.
Roll call: Supervisor Larry Nelson, excused; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: David Hyde, Mike Yonan, Mike Garnich, David Warren, Bill Bodin, Susan Raasch, and John Sopiwink.
Minutes of 2/19/2019. Motion to approve as presented was made by Don Jenicek seconded by Charly Ray. Motion carried.
Treasurer Report by Kelly Warren: Checking $73,186.84; equipment fund $7,831.19; Room Tax $11,163.98 and tax levy savings $111,785.89.
Citizen’s Concerns and Comments – There were none at this time.
Bayview Parks Committee reported that they did not have a quorum, but that Paul Johnson and Paula Bunch agree to another 3-year term.
Annual picnic has been set for August 17th.
Motion was made by Don Jenicek seconded by Charly Ray to extend the terms of Paul Johnson and Paul Bunch until 2022. Motion carried.
Chary Ray offered to check with Jenny Murphy to see if she was still interested in staying on the Parks Committee for another 3-year term.
Road Report by Mike Yonan:
Roads are slippery, muddy and have frost heaves. Mike shared a letter that he was going to give to people who plow driveways and leave snow on the main roads. He would give them notice the 1st time and the 2nd he would be reporting them to receive a fine. Wisconsin State Statutes 86.01, 86.07 and 346.94 state leaving deposits on any materials on highways is illegal. The Board will also share this letter at the annual meeting on April 16th.
Mike Yonan reported that he has hired Tyler Marx for cutting grass this summer. Don Jenicek asked how this would fit in with our part time budget and Mike assured him there would be no problem.
Wanda Hyde requested a copy of Towns request to Bayfield County Forestry for funding this Summer.
Mike Yonan stated that the roads would be posted soon for weight limits.
Mike Yonan will attend the meeting “Breaking the Cycle of Flood Damage: Building Stronger Roads/Structures” on April 9th at Harbor View Event Center, Washburn.
2019 State Equipment Rates were presented. Motion was made by Don Jenicek seconded by Charly Ray to accept as town rates. Motion carried.
5 Year Road Planning discussion was tabled until new board takes effect and they can do a road tour.
Discussion of Financial Report for 2018 was presented by Wanda Hyde. The board suggested a few cosmetic changes, and this will be available at the Annual Meeting.
Land Use Plan – Goal #3 – tabled until after election.
Ordinance #19-03 Uniform Dwelling Code was tabled.
Payment of bills in the amount of $18,574.02. Motion was made by Don Jenicek seconded by Charly Ray to pay as presented. Motion carried.
Correspondence – no action necessary.
Xcel Energy has filed their application for State Permit for new power line.
Next meeting is set for April 9th at 6 p.m.
Annual Meeting has been set for April 16th at 7 p.m.
