Monthly Board Meeting March 10th, 2015

Meeting was called to order by Chairman, Charly Ray at 6:10 p.m.

Roll call:  Supervisor Larry Nelson, present; Supervisor Greg Rozier, absent; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Carol DeMars, absent.  Others present:  David Hyde, Judith Peyton, Shari Eggleson, Mark Eggelson, Darlene Charboneau, Rick Charboneau, Paul Norris, Sue Radtke, Mike Bailey, Paula Bunch, Joe Johanik, Butch Warren, Kelly Warren, Bob Bodin, Linda Bodin, Mike Yonan, Wendy Murphy, Tom Murphy, Deb Gierczic, Cindy Warren, Tim Warren and Jamie Warren.

Approval of Minutes of February 10, 2015.  Motion was made to accept by Larry Nelson seconded by Charly Ray.  Motion carried.

Treasurer Report was given by Wanda Hyde.  Checking $49,960.84, Equipment Fund $5,226.53, Room tax $8,539.80 and Tax account $9,510.61.

Chairman suggested we change agenda to allow for those present.

New Business:

2015 Equipment rages.  Motion was made by Larry Nelson seconded by Charly Ray to approved rates as presented.  Motion carried.

Review Financial Report.  Wanda Hyde explained the layout of the financial report.  Motion was made by Larry Nelson seconded by Charly Ray with more information added regarding long term debt.  Motion carried.

Assessment Resolution #15.02 reviewed.  Motion was made by Larry Nelson seconded by Charly Ray to approve Resolution and send copies to Joint Finance Committee, Governor, our Representative and our Senator.  Motion carried.

Taxes on land purchased from Guski. Wanda reported that because we did not close before January 2014 on this property we would be required to pay a small portion of the taxes.  John Carlson is looking into just how much that portion would be.

Parks Committee minutes were reviewed by the board.  Motion was made by Larry Nelson seconded by Charly Ray to remove no parking signs on North side of road by the entrance to Houghton Falls Nature Preserve.  Motion carried.

Motion was made by Larry Nelson seconded by Charly Ray to extend Mark Smith and Jim Lean’s term three more years.  Motion carried.

Linda Jorgenson will be looking into a grant for plat form costs at the dells area.

The need for a port-a- potty and fire ring at the Singing Sands Beach area was discussed.   Charly will contact DNR regarding these two issues.

CAFO Resolutions #15-03 was discussed.  Mike Bunch approached the committee requesting more language be added to said resolution. Discussion followed.  Motion was made by Larry Nelson seconded by Charly Ray to approved resolution with the changes added. Motion carried.  Resolution would be sent to Bayfield County Board, Wisconsin DNR with copies to Kathy Step, Secretary DNR, Bayfield County Board Chairman and Bayfield County Administrator.

Road Report:

Mike Yonan reported that there are a lot of frozen culverts, which would be worked on this week.  Charly Ray reported that the crew had used the stinger blades on the ice on Washington Ave., Maki Road, Buralager Road and Friendly Valley Road.

5 year road plan – no action taken

Paul Norris reported on the Road Committee.  Gravel bid process was checked into in the surrounding townships.  With our limited budget, no action was this time.  It was noted that we are required to bid out project that is $25,000 or more.  It was noted that Town of Barksdale received a grant for Ondossagon Road and Charly Ray will check into this with Dennis Pocernich regarding grant writer.

Correspondence:

Charly Ray reported on the Wisconsin Towns Association meeting that he had attended on Friday.  Board of Review changes will allow for telephone testimony.  Sample ordinance was presented to town regarding the changes.  Ordinance will be placed on next month’s agenda.

Charly Ray will review the City of Washburn Comprehensive Plan.

Next Meeting is set for April 14th at 6:00 p.m.

Motion was made by Charly Ray seconded by Larry Nelson to go into closed session pursuant to Wisconsin Statutes 19.85 (1) (b) and (c) for personnel matters, then return to open session to take action.  Motion carried.

 

Motion to reconvene in open session was made by Charly Ray seconded by Larry Nelson.  Motion carried.

Motion was made by Larry Nelson seconded by Charly Ray to increase Wendell Michel’s wage to $15.00 per hour retroactive to Jan. 1st, 2015.  Motion carried.

Motion to adjourn was made by Larry Nelson seconded by Charly Ray.
