Monthly Board Meeting March 10, 2020

March 10, 2020
Meeting was called to order by Chairman Charly Ray at 5:03.
Roll call: Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: Mike Garnich, David Hyde, Butch Warren, Mike Yonan and Paul Johnson.
Minutes of Feb. 11th, 2020. Motion was made by Don Jenicek, seconded by Bill Bodin to accept as presented. Motion carried.
Treasurer report was presented by Kelly Warren. Checking $27,958.59; Equipment Fund $4,106.56; Room tax $11,264.48 and tax levy account $99,368.23.
Citizen’s Concerns and Comments – There were none at this time.
Bill of Sale for Depot building. Motion was made by Don Jenicek seconded by Bill Bodin to approve and have the Chairman sign. Motion carried.
Review 2020 budget. Motion was made by Don Jenicek to adjust Contingency fund down by $15,000, Road Rebuild Other down by $3,000 and Sand & Gravel down by $3,000 to make up for the 2019 shortfall of $21,000. Motion carried.
Room Tax Commission update was given by Bill Bodin. Jay Pringle will replace Jackie Ledin for the Town of Bayview on this committee.
Parks Committee and Preserve management was discussed. It was decided that the “No Parking” signs be moved to the South side of Houghton Falls Road. Discussion of hiring someone part time to work withing HFNP was discussed. Bill Bodin agreed to draft a job description. Don Jenicek noted that this wasn’t a budgeted position, but monies could come out of Room tax account. Talk of extending fence on both sides of gates and railroad grade.
Charly Ray noted that a film crew were here from England and that they would not need a permit for this. They would be using drones in HFNP.
Wanda Hyde noted that we had received a request for permit from Trek & Trail. Board agreed to give Trek & Trail a permit. Next year Ordinance 19.04 should include National Park Service guidelines for Kayaking which would include having someone qualified in first aid and a qualified guide.
Erin Schlager has volunteered to be on the Parks Committee. Motion by Bill Bodin seconded by Don Jenicek to include Erin Schlager on the Parks Committee. Motion carried.
Road Report – by Mike Yonan
Mike is working on the advertisement for Maki Road paving project to be published the end of March. Mike noted that he had put in for $5,000 from BC Forestry for Smith Fire Lane.
Bay Area Solid Waste update was given by Charly Ray. The landfill needs fill, when the Town of Washburn does their ditching maybe Town of Bayview could haul fill to landfill.
Review Annual Report presented by Wanda Hyde. Board stated it looked good and we will have this available at the Annual Town meeting.
Bills in the amount of $408,670.83. Motion was made by Don Jenicek seconded by Bill Bodin to approve and sign as presented. Motion carried.

Next meeting is set for April 21st at 6:00 p.m. followed by Annual Meeting at 7:00 p.m.
