June 8th, 2021
Meeting was called to order t 6:35 p.m. by Chair Don Jenicek.
Roll call: Supervisor Mike Garnich, present; Supervisor Bill Bodin, present; Chair Don Jenicek, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren present. Others present were Laddie Jenicek, Bob and Nicola Cuty, John Malinoski, Randy M Lund (for Greg Magnusson), Butch Warren, Beret Kasiske, Conor Casey, Paula Waite (180 Adventure), Deb Gierczic, Kim Suske and Mike Yonan.
Minutes of 5/11/21. Motion was made by Bill Bodin seconded by Mike Garnich to approve with one correction. Motion carried.
Treasurer Report by Kelly Warren. Checking $121,138.28; Equipment $5,399.41; Room tax $2,161.16, Contingency Fund $20,001.51 and tax levy savings $129,600.27.
Citizen’s Concerns and Comments – Bert Kasiske requested some copies from Don Jenicek.
Discussion and possible action HFNP property fencing.
Don Jenicek stated that we have received a second opinion from lawyer John Carlson as requested. It has been determined that no land owners have easement access to the Nature Preserve. Don Jenicek reported on all that had been done in the past to help alleviate problems residents were having within the preserve.
After much discussion, a motion was made by Mike Garnich seconded by Bill Bodin to install up to 200’ of fencing off each side of the railroad grades on the North and South end sides of railroad grade on property lines at the South end of HFNP and get the proposal to Lundmark and DNR for their opinion. Motion carried.
Review changes to Ordinance 16-06 which is now Ordinance 21-01. Motion was made by Don Jenicek seconded by Mike Garnich to approve revisions and sign. Motion carried.
Paula Waite, Event Director for 180 Adventure requested using Bayview Beach for kayak and the use of the pavilion on June 26th. Motion was made by Bill Bodin seconded by Mike Garnich to approve the 180 Adventure use of Bayview Beach Park. Motion carried.
Review and discussion of permit of Neil Fishbaugher to change zoning on his property from F2 to F1.
Motion was made by Bill Bodin seconded by Mik Garnich to approve and sign permit of Neil Fishbaugher. Motion carried.
Review request of Greg Magnusson to vacate town right of way, so that he would have enough property to subdivide his property. Resolution #21-03 was received with 6 residents had signed that the Town of Bayview vacate the right of way between Washington Ave and Lot 18 of the A. A. Bigelow & C subdivision. Motion was made by Don Jenicek seconded by Mike Garnich to vacate from Washington Ave Lots 18-19-20 and that Greg Magnusson would be responsible for any expenses in doing this. Motion carried.
Road report –
Mike Yonan reported that he had made a divite in the new blacktop on Maki Road. Mike Yonan also reported that they were about to start mowing and would finish calcium chloride as soon as we get some rain.
Mike Garnich requested a copy of equipment and average hours per year on each.
Blacktopping Roads was discussed. Don Jenicek reported that of the Maki Road W. loan we have $36,800 available as well as our Road Budget. Motion was made by Bill Bodin seconded by Mike Garnich to use balance of borrowed funds and road maintenance budget and overlay and fix South hill of Big Rock Road. Motion carried.
Emergency Plan Ordinance 13-03. Wanda Hyde explained that she had changed all Board Members as well as Emergency Management positions and updated this to Ordinance #21-02. Motion was made by Don Jenicek seconded by Mike Garnich to approve and sign. Motion carried.
Liquor license for Valhalla View Pub & Grub was reviewed with no outstanding bills. Motion was made by Mike Garnich seconded by Bill Bodin to approve Valhalla View Pub & Grub’s liquor license. Motion carried.
Liquor license for Good Thyme was reviewed with no outstanding bills. Motion was made by Bill Bodin seconded by Mike Garnich to approve Good Thyme’s liquor license. Motion carried.
Payment of bills in the amount of $134,941.85. Motion was made by Bill Bodin seconded by Mike Garnich to approve as presented. Motion carried.
Correspondence –
Don Jenicek reported on the Bay Area Sanitary District meeting.
Wanda Hyde reported that she had billed BC Forestry for the work on Whiting Road and the one half the calcium chloride and they have paid the bill.
Wanda Hyde reported that we had received and thank you card and $200 from the Washburn Snowmobile Club for letting them to store their groomer for the past two years.
Wanda Hyde reported that she had received a check from Wilderness Inquiry, Inc expecting to do business out of Bayview Beach. She has mailed the check back along with a letter letting them know they have not provided the town with the paperwork required and has received no reply.
Ambassador Position – we have received no applicants wanting to take on this position.
Next meeting is set for July 13th, 2021, at 6:30 p.m.
