Monthly Board Meeting June 10th, 2014

June 10th, 2014
Chairman Charly Ray called the meeting to order at 6:00 p.m.
Roll call: Larry Nelson Supervisor, present; Greg Rozier Supervisor, present; Charly Ray Chairman, present; Wanda Hyde Clerk, present and Carol DeMars Treasurer, present. Others present: David Hyde, Joe Johanik, Sue Jenicek, Mike Yonan, Deb Gierczic, Paul Norris, Sue Radtke and Paul Johnson.
Approval of minutes of 5/13/14. Motion was made by Greg Rozier and Larry Nelson seconded to approve minutes as revised. Motion carried.
Treasurer report was given by Carol DeMars. Checking $12,093.77; Equipment Fund $5,230.86 and Room Tax Fund $6,619.56. Carol reported that we need a couple weeks for applying for loans as they now have more requirements and it takes longer plus now we have closing fees as well as attorney fees.
Payment of bills in the amount of $35,126.48. Motion was made by Larry Nelson seconded by Greg Rozier to pay bills as presented. Motion carried.
Citizens’ Concerns and Comments –
Sue Radtke questioned why Whiting Road shoulders that had washed away are not being repaired. Mike Yonan will look into this week.
Parks Committee – Charly Ray reported that the railing is broken by culverts, wood bridge to RR grade is now slippery. Parks Committee recommends removing wood bridge. The EMT used the same color markings, which encourages hikers to go the wrong way and editing signage to reduce the number of signs was also discussed. There are two areas the trail needs to be re-done due to erosion. The project could be funded out of our Room Tax funds. Bayfield Regional Conservancy and the DNR will need to be notified regarding any changes and/or improvements to HFNP. The Cuty’s should be notified as part of the trail that needs addressed crosses their property. Charly Ray will draft letter.
Motion was made by Larry Nelson seconded by Greg Rozier to approve the trail improvements at HFNP up to $2,000.00. Motion carried.
Motion was made by Greg Rozier seconded by Larry Nelson to have a minimum of 5 people on Parks Committee. Motion carried.
The Board agreed editing signage would be appropriate.
Carol DeMars asked that a brochure be developed for Houghton Falls for Room Tax renters to distribute to their guests.
Road Business –
Mike Yonan Road Supervisor reported that they had used the reclaimer on Maki Road and have returned it to the Town of Russell. Starting to put calcium chloride down tomorrow. Still have 4 culverts to replace. Crack sealing is being done by Bayfield County Highway.
Road tour report and 5 year road plan was presented by Charly Ray.
A blacktop quote was reviewed for patching Friendly Valley Road starting at STH 13 for $2,376.70. Tabled until July meeting.
Road Committee report was given by Paul Norris. Gravel on Maki Road, ditching of Whiting Road and erosion control was recommended.
Big Rock Slide was reported by Greg Rozier. C & W should be able to finish up next week. FEMA representative Karen Stone was here today and took pictures. Greg reported that there needs to be more riprap put in place.
Maki Road implementing gravel project as soon as funds become available. Table the geotextile experiment for lack of funds. Financing of Maki Road Project may need to use some of the Line of Credit until monies are received from the Big Rock Project.
Mowing policy was brought up by Charly Ray. He believes we do not need to mow as much and proposed trying only mowing one pass on a few roads and next year two passes. The purpose would be reduce time and expense on mowing and respond to requests from some Town residents for less mowing. Mike Yonan stated he was not in favor of not mowing. It was decided to give Mike the option to pick roads to mow and keep the board posted.
Old Business –
Town purchasing policy. Motion was made by Greg Rozier seconded by Larry Nelson to have board approval for Equipment purchases or contracts over $2000.00 except regular purchases included in the budget. Motion carried.
An Annual Town Picnic is tentatively scheduled for September 16th. Parks Committee will be asked to help with this event.
New Business –
Assessor Contract will be tabled as we have not heard from the assessor regarding contract.
Liquor License for Valley View Pub & Grub and Good Thyme will expired June 30th. Motion was made by Larry Nelson seconded by Greg Rozier to approve both licenses as long as all requirements are met. Motion carried.
Boat Rack was brought up by Charly Ray. Agreed this item is sunk.
Richard Dillon permit for a one unit short term rental was reviewed. Motion was made by Larry Nelson seconded by Greg Rozier to approve and sign permit. Motion carried.
Chairman Powers discussed per suggestion from Wisc. Towns Association that Chari be allowed to bring motions, second and discuss. Tabled.
Carol DeMars reported that she was having a Room Tax Certificate made up by Jim Radtke.
Next meeting is scheduled for July 8th, 2014 at 6:00 p.m.
