Monthly Board Meeting
June 10th, 2013
Meeting was called to order at 6:00 p.m. by Chairman Charly Ray.
Roll Call: Supervisor Larry Nelson, absent; Supervisor Greg Rozier, present; Chairman Charly Ray, present; Treasurer Carol DeMars, present; Clerk Wanda Hyde, absent. Others present: Steve Kreuser, Sue Radtke, Mike Yonan, Paul Norris and Sue Jenicek.
Approval of minutes of May 14th, 2013. Motion was made by Greg Rozier seconded by Charly Ray to approve minutes as presented. Motion carried.
Approval of minutes of Board of Review of May 21st, 2013. Motion was made by Greg Rozier seconded by Charly Ray to approve Board of Review minutes as presented. Motion carried.
Treasurer Report was given by Carol DeMars. Checking $7,378.97; Tax account $27,495.61; Equipment
Fund $2,229.70 and Room Tax $4,445.65.
Payment of bills in the amount of $27,718.15. Motion was made by Greg Rozier seconded by Charly Ray to approve bills as presented for payment. Motion carried.
Citizens Concerns and Comments-
Sue Jenicek reported on the Parks Committee Meeting of May 30th. Questions on Boat Rack should be included in the survey. Question also regarding water shore camping – concerns from committee – use for parties water level – high, no place now for camping, this issue should also be on survey. One board member replacement, new member Paula Bunch would accept the position. Motion was made by Greg Rozier seconded by Charly Ray to approve the appointment of Paula Bunch to Parks Committee. Motion carried. Next Parks Committee meeting is scheduled for September 3rd, 2013.
Steve Kreuser just wanted to see what board has to say about FR leading to his place and if anything would be done this year.
Road Report-
Road Evaluation Report had been reviewed. Motion by Greg Rozier seconded by Charly Ray to approve Evaluation Report and make available on the website. Motion carried.
Flood Damage – no monies available for damage. Mike felt no help would be forthcoming from Spooner.
Discussion of damage to Big Rock was discussed, an estimate has been received from C & W in the amount of $34,600.00 other 160 feet Big Rock $46,900.00. Board will review what is to be done with Big Rock Road damage.
2013 State Equipment Rates. Motion was made by Charly Ray seconded by Greg Rozier to approve 2013 rates. Motion approved.
Greg Rozier made an inspection on FR 102 -103 agreed a lot of sand pockets were found. Spring breakup will always be a problem. Possible plans for this year would be rent a backhoe to dig out sand and fill with good sand. Kuerser will get prices on sand from C & W. Town crew will mix in with equipment, although not a high priority, if there is some time in the fall.
Monthly meetings will stay the same 6:00 p.m. second Tuesday of month.
Charly Ray asked for feedback on draft survey.
Mike Yonan, Road Supervisor reported that work load heavy, culverts, mowing, calcium to parking lot on Houghton Falls Road, count on Whiting Road then Houghton. Sign attached.
Room tax will be raised to $25.00 for permit and redraft will be made to reflect change. Motion was made to approve the increase to $25.00 for room tax permit was made by Greg Rozier seconded by Charly Ray. Motion carried.
Xcel Energy proposal form was reviewed. Charly Ray will check on this project.
Larry Nelson not here so the Employee Evaluation Form will be put on next month’s agenda.
Scenic Byway Agreement. Motion was made by Greg Rozier seconded by Charly Ray to approve and sign and forward to Town of Russell. Motion carried.
Notice of Record Access costs. Motion was made by Greg Rozier seconded by Charly to approve and sign. Motion carried.
Land acquisition was noted by Charly Ray would require a special town meeting of electors. Motion was made by Greg Rozier seconded by Charly Ray to hold a Special Meeting of the Electors on July 9th at 6:00 p.m. to be followed by regular monthly meeting. Motion carried.
Correspondence –
Northwoods quotation for crushed asphalt has been signed by Mike Yonan.
Northwoods estimate for 4” crushed gravel on Houghton Falls Road was requested by Woody Peterson, copy sent to Town of Bayview for review.
Charly will contact WI DNR to extend grant period to be able to use boards at the centennial.
Next meeting July 9th with Special Meeting of Electors at 6:00 p.m. and Regular monthly meeting to follow.
