Town of Bayview
July 8^th, 2014

Meeting was called to order by Chairman at 6:12 p.m.

Roll call:  Supervisor Larry Nelson, absent; Supervisor Greg Rozier, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Carol DeMars, present.  Others present: David Hyde, Mike Yonan and Steve Kreuser.

Minutes of June 10, 2014.  Motion was made by Greg Rozier seconded by Charly Ray to approve the minutes with changes made.  Motion carried.

Supervisor Larry Nelson arrived.

Treasurer Report by Carol DeMars.  Checking $64,844.31, Equipment Fund $5,230.99 and Room Tax Fund $6,619.72.

Payment of bills in the amount of $21,408.87.  Motion was made by Larry Nelson seconded by Greg Rozier to approve and pay bills as presented.  Motion carried.

Citizens’ Concerns and Comments–

Steve Kreuser reported on the damage loggers are doing on the route he takes to his property.  He would appreciate us grading and/or adding aggregate when loggers are through hauling.  Mike stated it would require adding material before grading.  Charly will approach logger regarding sharing that expense.

Bayview Park vandalism of men’s bathroom was reported.

Fireworks – Paula Bunch complained regarding fireworks on Bayview Beach.  Carol DeMars suggested we put fireworks permit required in the newsletter.

Road Business –

Road Supervisor Mike Yonan reported they have been grading, and replaced all culverts damaged except for one on Whiting Road.  Cut grass one pass on most roads.  He is coordinating with Town of Bayfield on Forest Road work that will take place in August.  He has talked with Iron River Sand and Gravel regarding 6 loads of gravel to be placed on Maki Road.

No update on 5 year road plan.

Mike reported that Big Rock Road slide is completed.  There were issues with the culvert and that has been corrected.  Greg Rozier and Wanda Hyde will meet on July 21^st at 9:00 a.m. to finish paperwork. Town of Bayview will still need to replace guard rail and blacktop.

Mike Yonan requested prices from three people regarding clearing an area east of garage and the best price was C & W Trucking at $4000.

Old Business –

Houghton Falls trail work is being worked on by the town crew.  Bayfield Regional Conservancy, DNR and Cuty’s have all been contacted regarding improvements to be done on the trails. Bills have come in almost to the amount agreed to be used for trail improvement.

Motion was made by Larry Nelson seconded by Greg Rozier to not exceed Room Tax amount and to get it done and be reasonable.  Motion carried.

New Business –

Chairman Powers was explained by Charly Ray.   According to Roberts Rules of Order the Chairman cannot make a motion or second one.  Motion was made by Greg Rozier seconded by Larry Nelson to give Chairman the powers to make motions and second motions.  Motion carried.

Assessor Proposal was reviewed.  Motion was made by Charly Ray seconded by Greg Rozier to approve proposal and Wanda Hyde to create contract with assessor per proposal authorizing Chairman to sign per board email.  Motion carried.

HFNP brochure should include Singing Sands Beach, HFNP and Bayview Beach Park.  Carol DeMars will have a sample for next month.

1997 Dodge pickup truck replacement is imminent.  Look into for 2015 Budget.
