Monthly Board Meeting July 14th, 2020

July 14th, 2020

Meeting was called to order by Chairman Charly Ray at 6:03 p.m. in the parking lot of the town hall.

Roll call:  Supervisor Bill Bodin, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren present.  Others present were:  Ed and Mary Gruhl, Cary and Kim Bouchard, Cindy Dillenschneider, Bob and Nicola Cuty, Shari Eggleson, Butch Warren, Woody Peterson, Mike Garnich, Mike Garnich, Linda Jorgenson and Mike Yonan.

Minutes of June 9th were reviewed.  Motion to approve was made by Don Jenicek seconded by Bill Bodin.  Motion carried.

Minutes of June 24th Special meeting to consider HFNP position.  Motion was made by Bill Bodin seconded by Don Jenicek.  Motion carried.

Minutes of July 19th Special meeting to discuss HFNP.  Motion was made to accept with the name correction of Louko by Don Jenicek seconded by Charly Ray.  Motion carried.

Minutes of May 12th which had already been approved.  Motion was made by Don Jenicek seconded by Charly Ray to change bonus to read $500.00.  Motion carried.

Treasurer report was given by Kelly Warren.  Checking $37,834.20; equipment $3,399.01; room tax $11,202.50; Contingency fund $10,000.29 and tax levy savings $21,373.00.

Citizen’s concerns and comments – Cindy Dillenschneider stated that her husband had said the bathrooms at Bayview Beach were not clean.  She also commented that conference call be made available for meetings.

Parking along Houghton Falls Road was discussedMotion was made by Don Jenicek to put “no parking” signs to the cul-de-sac on both sides of road with passes issued to adjacent landowners only, Bill Bodin seconded.  Motion carried.

Reduction in hours at HFNP was discussed.  Motion was made by Bill Bodin seconded by Charly Ray to purpose to the DNR a change in the hours to 6 a.m. to 6 p.m. year around.

Motion was made by Charly Ray to recess for the Annual Meeting, Bill Bodin seconded.

 

Regular meeting was re-called into regular session at 7:20 p.m.

Discussion took place on motion on the floor regarding change of hours to HFNP.  Motion carried with Don Jenicek abstaining.  Charly Ray volunteered to draft a letter to the DNR regarding change in hours.

Ambassador position is going well.  Hannah Adams is working out well, she emails Charly weekly with how things are going.  Cary Bouchard stated that Hannah is doing a wonderful job.

Discussion and possible action on Depot lease agreement has been tabled until August meeting.

Road Report by Mike Yonan – Finished the gravel on Maki Road. Bayfield County is adding more parking on Whiting Road for the biking trail.  Mike has started marking on Maki road for the paving project.  Tried cutting ditches on S. Niemesto Road and trees need to be removed.  They have been continuing to cut grass.  Mike asked the Clerk if Bayfield County Forestry has paid for ½ calcium that was put on Whiting Road.  Wanda Hyde stated not yet.

Bill Bodin reported that Bayfield Electric Coop’s solar policy is changing on how much they reimburse people who put in solar panel.  Those that have already installed are supposed to be grandfathered in.

Motion was made by Bill Bodin seconded by Don Jenicek that Charly Ray will send a formal letter indicating that the Town of Bayview is not happy with change in policy.  Motion carried.

The Assessor Contract for the next 2 years was reviewed.  Motion was made by Don Jenicek by Bill Bodin to pay $7,000 each year. Motion carried.

Discussion of maintenance of landfill was discussed.  Town of Washburn is doing some ditching and will be putting the materials at the landfill. Town of Washburn, City of Washburn and Town of Bayview share in the landfill expenses.

 

Payment of bills in the amount of $96,098.17.  Motion was made by Bill Bodin and seconded by Don Jenicek to pay as presented.  Motion carried.

Correspondence

Wanda Hyde noted that she has spent 12 hours working on the information that Terrence Wall was asking for and it will be emailed to him in the morning.
