Monthly Board Meeting July 14th, 2015

Meeting was called to order at 6:00 p.m. by Chairman, Charly Ray.

Roll Call:  Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present were: David Hyde, Woody Peterson, Cary Bouchard, Al House, Paul Norris, Sue Radtke, Neil Dennison, Megan Dennison, Butch Warren, James Ritter, Nicola and Bob Cuty, Tom Murphy, Wendy Murphy, Deb O’Leary, Erica Lang and Bob & Linda Bodin.

Minutes of June 9th, 2015.  Motion was made by Don Jenicek seconded by Larry Nelson to approve minutes of June 9th as presented.  Motion carried.

Treasurer Report was given by Kelly Warren.  Checking $39,791.71, Equipment Fund $5,227.05, Room Tax $8,497.10 and Tax levy Savings $9,512.32.

Citizens’ Concerns and Comments –

Paul Norris spoke on Whiting Road wash boarding and the need for grading.

Cary Bouchard spoke regarding his emails of concern for Houghton Falls Nature Preserve and read a letter to the Board along the same lines.

Cuty signs were put back in place at HFNP (vandals had taken them).

Megan Dennison of Bayfield Regional Conservancy offered to work with the Town to facilitate solutions to the challenges facing Houghton Falls Nature Preserve.  Megan stated that they would also be available for help writing grants in the future.

New Business moved up.

  1. Bob Bodin spoke on qualifications of CDL card holders. Were we in a drug testing pool?  Wanda stated yes and that she implements this program.  Bob pointed out the need for Medical Cards and Annual Certificate of Violations requirements.  (Wanda contacted both WI State Patrol and WI DOT on 7/15 and was informed both Mike and Windell are Tier 4, which does not need at medical card or Annual Certification of Violation)  He also expressed his concerns about the Towns liability regarding HFNP.  Charly was able to answer some of Bob’s concerns regarding the preserve having discussed with the Town attorney the board immunity granted Towns and recreational property managers.
  2. Al House spoke of his concerns regarding HFNP and suggested some solutions.
  3. Houghton Falls Management Plan discussed, gate closure, hours of operation and other measures. Charly explained issues that led up to this agenda item.  Discussion of email between board members is a breach of open meeting laws.  He suggested if people weren’t comfortable calling sheriff’s department regarding happenings at HFNP they should call a board member.  Other things discussed were a possible automatic gate closure, surveillance cameras etc.

It was decided that for now the board would work with volunteers to close gate and town employees to open the gate.  Don Jenicek volunteered to close gate on Friday nights and open Saturday mornings for the rest of the summer.  Charly will work to coordinate volunteers for open and closing gate.

Special Meeting is set for July 21st, 2015 at 6:00 p.m. to go over Houghton Falls Nature Preserve Management Plan.

  1. Houghton Falls – request scientific research permit discussed. Bayfield Regional Conservancy will meet on Monday and see if that is something that should be allowed within the HFNP.  Motion made by Don Jenicek seconded by Larry Nelson suggesting that this party look for alternative sites to perform their scientific research. Motion carried.

Road Report – Charly gave road report in Mike Yonan’s absence.

Maki Road has been graveled as well as some of Washington Ave and Burlager Road.  South side of town has been mowed will start on North side next week.  Graded and rolled roads.  Graded Barron roads for loggers.

TRIP Project bid.  Motion was made by Don Jenicek seconded by Larry Nelson to table acceptance of this bid received until July 21st 2015 Special Meeting.  Motion carried.

Bills in the amount of $49,614.30.  Motion was made by Don Jenicek seconded by Larry Nelson to approve and pay as presented. Motion carried.

Wanda would look into a possible insurance claim for damage sustained by Alamo brush saw.

Correspondence – No action necessary.

Next meeting is set for August 11th, 2015 at 6:00 p.m.

Motion to adjourn was made by Don Jenicek seconded by Larry Nelson.
