Monthly Board Meeting
July 12th, 2011
Meeting was called to order by Chairman, Al House at 6:00 p.m.
Roll Call: Supervisor, Larry Nelson; Supervisor, Charly Ray; Chairman, Al House; Treasurer, Carol DeMars and Clerk, Wanda Hyde. Others present: David Hyde, Deb Gierczic, Marge Peterson, Mike Yonan, Robert Olson, Gary VanDyke, Jay R Pringle, Shavaun Shields, Laura DeRam, M. D. Peyton, Jill Lorenz and Diane Brander of Washburn.
Approval of Minutes of June 14th, 2011 – Motion was made by Larry Nelson seconded by Charly Ray. Motion carried.
Treasure Report – Carol DeMars reported Checking $69,196.87; Regular Savings $66,310.61; Tax Account $24,227.16; HFNP $7,096.69; Equipment Fund $1,320.32 and Room Tax $338.64.
Payment of Bills – Motion was made by Charlie Ray seconded by Larry Nelson to approve payment of bills in the amount of $148,142.27. Motion carried.
Citizen’s concerns-
Marge Peterson complained that the Town of Bayview when fixing Potter Road took out their woods road and she wanted it back. As this was not an agenda item, it will be looked into and tabled until August.
A resident questioned why we had extended Potter Road; Mike Yonan Road Superintendent stated that he made a turnaround for the grader in the winter.
Bayview Park benches need sanded.
ATV’s making donuts on McCullough Road. Pictures will be taken and given to sheriff’s department.
Complaint that the town mower had mangled a Northwoods Paving that had been left behind.
Road Report –
Road Superintendant, Mike Yonan stated that Potter road was finished except for some gravel. Mowing grass should be done by end of month. Supervisor Charly Ray questioned why there was a nasty lip on Neil Meyer’s driveway. Mike noted that Northwoods is not done and that it would be taken care of. Charly would like a new Road Improvement Plan and Mike would do it thru the Wisler program.
Old Business –
Al House read the minutes from the Town of Bayview Parks Committee in the absence of a Parks Committee member. Minutes attached.
Al House reported that the town would be doing a grant application for some trail improvements at Houghton Falls Nature Preserve in 2012. Knowles Nelson would accept Coastal Management as matching funds and Coastal Management would accept Knowles Nelson as matching funds.
Motion was made by Charly Rae seconded by Larry Nelson to hire Jay’s Tree Service to correct existing problem with board walk that we have material for on HFNP trail. Motion carried.
Porta Potty at Singing Sands discussed. Motion made by Al House seconded by Charly Ray for Mike Yonan to contact DNR regarding location and #2 Septic to order Porta Potty. Motion carried.
Friendly Valley speed limit was discussed. Property owners could put yellow and black “slow children” signs on their own property.
Dog license were discussed. Al House had contacted Mark Abeles-Allison regarding enforcement, possible fascination clinic held one time per year to coincide with dog license. Possibility of doing a 3 year dog license to go along with the 3 year rabies license. Al would contact Veterinarian Steve Meyer and Mark Abeles-Allison regarding this issue and findings would be in the Town newsletter in February.
Rob Olson and Diane Brander spoke to the town regarding improved changes being made to the Washburn Chamber of Commerce and how they would advertise the Town of Bayview parks etc.
New Business –
Permit by William Volavka to build a residence on his property was reviewed. Motion to approve and sign Volavka’s permit by Charly Ray seconded by Larry Nelson. Motion carried.
Permit by Jane Stamstad to operate a short-term rental unit of one at 82580 STH 13 was reviewed. Motion to approve contingent on getting Town of Bayview permit to charge and collect room tax was made by Charlie Ray seconded by Larry Nelson. Motion carried.
Permit to place a mobile home on the property of Daniel DeRam Jr. Motion to approve the permit to place a mobile home on the DeRam property made by Charlie Ray seconded by Larry Nelson. Motion carried.
Town clerk noted that Mike Yonan’s health insurance has gone up $62.71 per month.
Motion was made by Charly Ray seconded by Larry Nelson to approve mileage reimbursement for use of personal vehicle for town business at the IRS rate. Motion carried.
Town Chairman noted that there is a Local Budget and Finance Workshop in Cable on September 22nd. Motion was made by Larry Nelson seconded by Charly Ray that Chairman Al House and Clerk Wanda Hyde would attend. Motion carried.
Wis. Act 10 requires every town to have a grievance procedure in place by October 1st, 2011. John Carlson, town attorney, offered to give the town a copy of the Town of Barnes grievance procedure.
Correspondence –
Wanda Hyde noted that she had received a phone call from Mary Cook wishing to donate a flag to the Town of Bayview in memory of Stan Smolen.
A letter has been received from Racheli’s Deli stating that they would not renew their Fermented Malt Beverages and Wine license.
Fire number is needed at Houghton Falls Nature Preserve and Mike Yonan will take care of this issue.
Motion was made to go out of regular session by Larry Nelson seconded by Charlie Ray. Roll call vote: Larry Nelson, Yes; Charlie Ray, yes and Al House yes. Motion carried.
Motion to go into closed session pursuant to WI State Statutes 19.85(1) (g) to confer will legal counsel was made by Larry Nelson seconded by Charly Ray. Roll call vote: Larry Nelson, yes; Charly Ray, yes and Al House, yes. Motion carried.
Motion was made by Charly Ray seconded by Larry Nelson to come out of closed session. Roll call vote: Larry Nelson, yes; Charly Ray, yes and Al House, yes. Motion carried.
Motion to reconvene in regular session was made by Larry Nelson seconded by Charlie Ray. Roll call vote: Larry Nelson, yes; Charly Ray, yes and Al House, yes. Motion carried.
Motion was made by Larry Nelson seconded by Charly Ray to approve surveying of the easement on Kjarvick Road. Motion carried.
Next meeting is set for August 9th, 2011 at 6:00 p.m.
