Monthly Board Meeting July 11th, 2017

July 11th, 2017
Meeting was called to order at 6:00 p.m. by Chairman Charly Ray.
Roll Call: Supervisor Larry Nelson, absent; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Other present were: David Hyde, Mike Yonan, Bob and Nicola Cuty, Cary Bouchard and Mike Garnich.
Minutes of 6/13/2017. Motion was made by Don Jenicek seconded by Charly Ray to approve as presented. Motion carried.
Treasurer Report was given by Kelly Warren. Checking $29,054.66; equipment $1,828.52; room tax $3,027.92 and tax levy $33,055.90.
Citizen’s Concerns and Comments: None at this time.
Road Report – Mike Yonan reported that they had been cutting grass, graveling Forest Road, and repairs to Houghton Falls Fence. C & W Trucking will be crowning East end of Maki Road in preparation for blacktopping. C & W Trucking would also be doing the digging to replace culvert on West end of Maki Road. Dan Maki will be removing the trees along the Kaseno property. Charly Ray suggested the town also remove the tree by Neil Meyers on Friendly Valley Road.
5 Year Road Plan – Charly would like to add the first 100 – 200’ of West Maki Road just past Washington Ave to our paving project. Concerns were expressed regarding additional costs. Mike Yonan would check into how much additional dollars it would be.
Emails from Paul Norris regarding Whiting Road and Smith Fire Lane usage were reviewed. Charly described the ongoing efforts to improve Smith Fire Lane working with the County Forestry Department.
Discussion and possible action on trail work plan for Houghton Falls. Don Jenicek reported that Mike Friis could not make this meeting, suggested that when he is able to be in our area we call for a special meeting regarding our grant funding and work that needs to be done at HFNP.
Houghton Falls Kiosk Sign was added to agenda by Don Jenicek because when the new sign went up it was missing Bob and Nicola Cuty’s names. Bob and Nicola Cuty stated that they were more concerned with people staying within the 6’ path within their easement, stating it is up to 15’ wide.
Cary Bouchard raised concerns about the constant noise level coming from preserve and the rock erosion, caused by too many people on the edge at Houghton Point. He feels the “Preserve” meaning natural state is not being adhered to.
Heritage Center update/discussion – Charly Ray will check with Paul Johnson before next meeting.
Discussion on BC Zoning Lake Shore Ordinance. No action taken.
Class B permit by Charly Ray for Short Term rental. This was tabled due not having a quorum. Returned to BC Zoning stating that there was no opposition to this permit from those present.
Class A permit for Patrick Beilfuss cabin at the end of Peacy Road. Motion was made by Don Jenicek seconded by Charly Ray to approve and sign. Motion carried.
Class A permit for Short Term Rental at Good Thyme by Renee Holman. Motion was made by Charly Ray seconded by Don Jenicek to approve and sign. Motion carried.
It was noted that an Insurance Claim has been filed. Town employee using the brush saw accidentally took out power pole and transformer.
Review 6 month Income and Expense Report. Wanda Hyde answered questions from the board.
Payment of bills in the amount of $30,574.78. Motion was made by Don Jenicek seconded by Charly Ray to approve and sign as presented. Motion carried.
Correspondence – No action necessary.
Next meeting is set for August 8th 2017 at 6:00 p.m.
