Monthly Board Meeting
January 11th, 2011

 

Chairman Don Jenicek called the meeting to order at 6:00 p.m.

Roll Call: Supervisor Al House; Supervisor Bob Bodin; Treasurer Carol DeMars; Clerk Wanda Hyde; and Chairman Don Jenicek.  Others present were: David Hyde, Sue Jenicek, Deb Gierczic, Marge Peterson, Gary VanDyke, Kelly Warren, Linda Jorgenson, Jack Gunderson, Joe Johanik, Connie Jackson, Mike Yonan Sonja Dorebinder, Rita Sharp, Robert Sharp, Paul Jonson; Jason Maloney, Bob Olson, Dave Warren, Shari Eggleson, Mark Eggleson, and Jay Pringle.

Approval of Minutes of December 14th, 2010. Motion made by Bob Bodin with munites changed to minutes and by changed to be seconded by Al House.  Motion carried.

Treasurer Report –Carol DeMars reported Checking $57,222.75; Regular Savings $66,239.81; Tax Levy 2010 $327,549.06; HFNP $12,247.11; Equipment fund $1,320.00 and Room Tax $17,727.61.

Payment of Bills – Motion to approve December’s bills in the amount of $16,383.83 and January $3,556.67 by Al House seconded by Bob Bodin.  Motion carried.

Citizens Concerns

Marge Peterson requested copies of all legal fees in regards to Potter Road.  Clerk said she would take care of this.

Trailer purchase was discussed.  This trailer would be used for hauling culverts and equipment.  Motion by Bob Bodin seconded by Al House to retroactively approve payment for trailer. Motion carried.

Old Business

Houghton Falls Nature Preserve – The Houghton Falls Management Committee met on January 4th, 2011 and requested some changes be made to the Houghton Falls Management Plan.

Page 3, Administrative Point number 3, reads; “Entrance to parking area to be gated and closed except for hours of operation.” This is to be amended to “The gates will be closed at the desgression of the Town Chairman and the Town Board.”  Motion was made by Al House to approve wording change, seconded by Don Jenicek.  Motion carried with Bob Bodin abstaining.

Page 3, Administrative point 4, reads; “No pets shall be allowed.” This is to be amended to “Pets are to be leashed at all times, and the owners will be held responsible for their pet’s behavior.”  This item had previously been voted on to accept changes.

Because of concerns about the picnic table and possible trash, the Management Committee endorsed moving the site of the picnic table to be built by Eric Sauer as part of his Eagle Scout achievement plan to the site of Bayview Town Park.  Motion to approve this change was made by Al House seconded by Bob Bodin.   Motion carried.

It was suggested that the Houghton Falls Management Committee be replaced by a Bayview Town Parks Committee to assist the Board in managing our town parks.  This change would be in effect the month following the Town Meeting in April.  Suggested number of members will be held between 7- 9 and the chairman should not be a member of the Town Board.  Board members would be able to attend these meetings.  Meetings would be held 2 times per year or when an issue arises.  Existing members of previous committee be offered spots on new committee first, then by way of newsletter to all town members to apply and if too many interviews would take place.  Town Clerk was instructed to contact existing members to respond by next Town Board Meeting February 8th, 2011.

Wind generator setbacks were discussed.  Al House contacted the Wisconsin Towns Association and if towns do not set up guidelines by the end of February the State regulations will apply.   Don Jenicek offered to see Mark Abeles Allison this week to see if the County has any guidelines in place.

Road Report –

Mike Yonan reported he had been doing lots of plowing.

Mike would like written permission for driveway to be installed off of Howell Road.  This note was prepared and signed by the Board.

New Business-

Don Jenicek reported that the attorney for the town would like to meet with the Board and go into closed session per statutes to discuss Potter Road.  Meeting was set for January 17th, 2011 at 6:30 a.m.

Taxes were discussed and a need to know the appeal process.  Al House would research the appeal process of taxes and report back to the Board.

State Equipment Rates were reviewed.  Motion to approve the towns use of state equipment rates by Bob Bodin seconded by Al House.  Motion carried.

Correspondence –  No action necessary.Next meeting was set for February 8th, 2011 at 6:00 p.m.
