January 10th, 2017
Chairman Charly Ray called the meeting to order at 5:01 p.m.
Roll Call: Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Treasurer Kelly Warren, present and Clerk Wanda Hyde, present. Other present: David Hyde, Jenny Murphy, Mike Yonan, Paul Norris, Sue Radtke, Butch Warren, Judith Peyton, Sue Jenicek, Mike Murphy, Beta Bodin, Carolyn Krueger, Bob Eder, Michael and Paula Bunch, Howard Frostman, Sherri Eggleson, Jason Maloney and Cindy Dillenschnieder.
Minutes of December 13th, 2016. Motion to approve minutes as presented by Don Jenicek seconded by Larry Nelson. Motion carried.
Treasurer Report by Kelly Warren. Checking account $63,435.05; Equipment fund $1,828.25; Room Tax $1,909.63 and Tax Levy $353,259.03.
The board discussed managing cash on hand and appling contributions to date for Houghton Falls Road to existing loan.
Citizens’ Concerns and Comments:
Paul Norris requested more gravel on Whiting Road next summer. Snow plowing policy discussed.
Road Report
Mike Yonan reported that they had been busy plowing roads.
Larry reported that the DNR would not be interested in doing anything with the Little Sioux berms, per letter received October 2013, confirmed by Dave Lindsly.
5- Year road plan –
Charly updated some future plans but hasn’t had time to print out new plan.
Discussion on possible sites for Depot building within the Bayview Park took place. Tabled this discussion until after the Public Hearing.
December bills in the amount of $12,394.66 were presented.
January bills in the amount of $5,691.40 were presented.
Motion was made by Don Jenicek seconded by Larry Nelson to approve both sets of bills presented.
Motion carried.

Public Hearing – January 10th, 2017
Chairman Charly Ray called the meeting to order at 6:00 p.m.
Charly explained about the historic depot building (Historic Town of Houghton Depot). He stated that the town isn’t into salvaging buildings. Town did go into helping restore the Paymaster building in the amount of $2,000.00.
A Bayview Cultural Heritage Center is looking for a site on town land suitable for Heritage Center.
Heritage Society is looking for a green light from town for property to be leased by them.
There would be fundraising and restoration of Depot building which is 15’ x 20’.
Bayview Park area has a couple possible sites.
Jenny Murphy talked about what other towns have done with historic buildings. She also commended Paul Johnson started working with the property owners a year ago, regarding Depot move.
Paul Norris showed his appreciation for Paul Johnson charging into doing the Paymaster building project.
Howard Frostman was concerned about the old “camp ground’ area. A letter from the Pressellers expressed concern regarding traffic and other impacts.
Charly reported that there are several options, by the latrine and the south end of parking area are two possibilities.
If the Board moves ahead with the proposal, it will call a vote at a meeting of the electors possibly at the annual meeting in April to approve a lease agreement.
Michael Bunch has mixed feelings, all for historic preservation, but concerned about increase traffic on Bayview Park Road.
Paula Bunch pointed out that if someone in the township donated the Heritage Center could be located elsewhere.

Cindy Dillinschnieder was concerned about lead paint and other issues. She asked, would this be removed before or after moving to town property?

Discussion and possible action on use of town land for Depot building restoration and or historic site continued….
Kelly Warren questioned long term expenses once restored. Jenny Murphy stated that there would be a maintenance budget set up.
Don Jenicek likes the use of Bayview Park site but not abutting any personal property.
Charly Ray made the motion and Larry Nelson seconded to support use of Bayview Park for Depot restoration and Historic Center. Motion carried.

Next meeting is set for February 14th, 2017 at 6:00 pm.
