Monthly Board Meeting February 9th, 2016

Meeting was called to order at 6 p.m. by Chairman Charly Ray.

Roll Call:  Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Others present:  Sue Radtke, Paul Norris, Butch Warren, Mike Yonan, Bob Bodin, Ellen Kuratres (Town of Bayfield resident), Jason Bodine (BC Forestry), Mary Johanik, Chris Engfer, Paul Johnson, Mark Smith, Bill Bailey, Gayle Chatfield, and Anna Johnson.

Minutes of January 12, 2016.  Motion was made by Don Jenicek seconded by Larry Nelson to approve as presented.  Motion carried.

Treasurer Report was given by Kelly Warren.  Checking $67,213.75, Equipment $7,958.44; Room Tax $4,560.44 and Tax Revenues $523,367.52.

Citizen’s Concerns & Comments:  None at this time.

Agenda item 8C has requested to be moved up.  Marine Sanctuary Resolution #16-02 was reviewed.

Motion was made by Larry Nelson seconded by Donald Jenicek to adopt Marine Sanctuary Resolution #16-02 as presented.  Motion carried.

Road Report was given by Foreman Mike Yonan. Both trucks broke down and hose went on grader today.  Grader is fixed and trucks will be back in operation tomorrow.  Plowing and sanding roads.

5 year road plan for 2016 – Charly Ray reviewed projects for 2016.

Long Term Road Improvement Plan. – Charly Ray consulted the Wisconsin Towns Association attorneys regarding borrowing and bidding on road related expenses.  They clarified that the $5,000/mi. cap on Town debt was repealed in 2015 and that the Board does not need a resolution from voters to borrow funds.  Bidding requirements are for projects over $25,000 for construction, equipment and other categories not related to roads or road equipment.  In the past the Town has sought a borrowing resolution for major purchases.

Agenda item 8D has been moved up.  Scenic Byway signage on Town Posting Board at Bayview was approved.

Old Business:

Repeater – Mike Yonan has been fixing old radios, and we are using the Bayfield County tower at this point so remove this item from the agenda.

Houghton Falls Nature Preserve trailhead permit has been approve, BC Zoning would like to see specifications of plans.  Don Jenicek has talked with Mike Frees of Coastal Management and believe we will receive at least a $20,000 matching funds and will help us seek another match.  This would not be available until July 1 and have 1-3 years for completion. Alysa Core, DNR will help us out with plans.  May 1st state funds deadline for Stewardship Grants which can match the Coastal Management grant.  Erica Lang from Bayfield Regional Conservancy traveled to Madison representing our Coastal Management application along with other local projects.

Review letters received from the Wall family.  Don Jenicek stated that the Management Plan calls for gate on South side and does not believe we should remove this gate, people should use the main entrance.  Charly Ray stated his support for the idea of removing the gate but recognized the management plan call for a gate.  No action was taken on removal of gate.

Backhoe/Loader was discussed.  Motion was made by Don Jenicek seconded by Charly Ray to move ahead with the purchase of a John Deere 410 at $97,000 and look into combining a Building extension at the main shop in the loan. Motion carried.

Historic Building update was given by Paul Johnson.

Agenda item 8F was brought forward at this time. A letter of support for preserving Historic Houghton Train Depot and the Ticketmaster buildings was reviewed and approved.

New Business:

Permit from BC Forestry to rezone County property adjoining Whiting Road from F2 to F1 was reviewed.  Lots of questions from residents regarding the purpose of rezoning.  The County is pursuing a short-term rental backcountry yurt in the area.  Jason Bodine addressed many of the questions raised .

Motion was made by Larry Nelson seconded by Don Jenicek to table until more information from citizens and reply from Forestry Dept. to citizen’s concerns.  Motion Carried.

Newsletter was reviewed and approved with a few changes.

Citation Ordinance #16-01 was reviewed.  Board added the Board members to enforcement of citations and approved and signed.  Ordinance will be in effect 30 day of posting.

Bills in the amount of $30,211.20.  Motion to approve and pay as presented was made by Larry Nelson seconded by Don Jenicek.  Motion carried.

Correspondence:

Bayfield County Forestry letter stating proposals for requesting funds for forest roads is due no later than March 4th, 2016.  Mike Yonan will make a list for requesting monies from this program.

Next meeting is set for March 8th, 2016 6:00 p.m.

Motion was made to go into closed session per Wisconsin State Statutes 19.85(1) (b) & (c) for personnel matters by Charly Ray seconded by Don Jenicek.  Roll Call Vote:  Larry Nelson, yes; Charly Ray, yes and Don Jenicek, yes.

Motion was made to return to open session by Larry Nelson seconded by Don Jenicek.  Roll Call Vote: Larry Nelson, yes; Charly Ray, yes and Don Jenicek yes.

No action taken.

Motion to adjourn was made by Larry Nelson seconded by Don Jenicek.
