Monthly Board Meeting December 13th, 2016

December 13th, 2016
Chairman Charly Ray called meeting to order at 6:04 p.m.
Roll Call: Supervisor Larry Nelson will be late; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present. Others present: David Hyde, Woody Peterson, Jenny Murphy, Steve Kreuser, Paul Johnson and Jan Miller.
Minutes of the regular town meeting and the public hearing on proposed budget were reviewed. Charly Ray made changes to the regular monthly meeting. Motion was made by Don Jenicek seconded by Charly Ray to approve regular minutes with changes and public hearing with date added. Motion carried.
Treasurer Report was given by Kelly Warren. Checking $7,865.13; Equipment $1,828.20; Room Tax $1,909.58 and tax levy savings $2,405.76.
Citizens’ Concerns and Comments –
Steve Kreuser questioned where the $2,000.00 of gravel went that was scheduled for FR 103. The board stated that they had run out of funding for gravel will double the gravel placed on FR 103 in 2017.
Woody Peterson requested the board look into putting no parking signs on the other side of Houghton Falls Road and reduce the speed limit.
Charly Ray thanked Wanda Hyde and her election workers for the fine job done on the November election as well as the recount.
Discussion and possible action on use of Town land for Depot building restoration and/or historic site was reviewed.
Jenny Murphy suggested 2 sites for proposed cultural heritage center:
1st choice would be Tax Parcel 6438 on Bayview Park Road – high visibility- high traffic area etc.
2nd choice would be Parcel 6591 on Houghton Falls Road – Existing use as trailhead for Houghton Falls Nature Preserve and has isolated pocket wetlands throughout.
There will be a Public Hearing on January 10th 2017 at 6:00 p.m.
State Statutes regarding leasing will be looked into by Wanda Hyde.
Charly Ray stated we are ready to send post card with board recommendation of Bayview Park location for relocation of an historic Bayview building.
Town lighting policies were discussed. Don Jenicek stated that the parking area needs the lighting. Mike Yonan stated that as time and funds are available they would change all lights to LED.
Charly Ray stated he would like to see the town having a policy for long term lighting.
No action was taken at this time.
Motion was made by Larry Nelson seconded by Don Jenicek to approve and sign the Eagle Waste 2 year contract. Motion carried.
Road Report –
Mike Yonan reported that they had to replace the wing posts on the grader.
5 yr. Road Plan –
Charly presented a two year plant for review. FR 103/102 was changed to read $4K – general.
Larry Nelson will contact WI DNR regarding the Little Sioux box culvert.
Bills totaling $22,152.32 were presented. Motion to approve and sign was made by Don Jenicek seconded by Larry Nelson. Motion carried.
Correspondence –
Charly Ray reported that the Bayfield County Forestry would be donating $1,000.00 for the plowing of parking area for URT.
Don Jenicek will talk to Mike Friis of Coastal Management about grant.
Next meeting is set for January 10th, 2017 at 5p.m.
Motion to adjourn was made by Larry Nelson seconded by Don Jenicek.
