Monthly Board Meeting
December 11, 2012

Meeting was called to order at 6:00 p.m. by Chairman Al House.

Roll Call:  Supervisor Larry Nelson, here; Supervisor Charly Ray, not here; Chairman Al House, here; Clerk Wanda Hyde, here; Treasurer Carol DeMars, not here.  Others present were: David Hyde, Deb Gierczic, Paul Norris and Beta Bodin.

Approval of Minutes of 11/12/2012. Motion was made by Al House seconded by Larry Nelson to approve minutes with Rae corrected to Ray in several locations.  Motion carried.

Approval of Minutes of 11/29/2012.  Motion was made by Larry Nelson seconded by Al House to approve minutes of the Town of Bayview Budget Hearing; Special Town Meeting of the Electors and Regular Town Board Meeting as presented.  Motion carried.

Supervisor Charly Ray arrived.

Treasurer report was given by Clerk Wanda Hyde in the absence of Treasurer Carol DeMars.  Checking $13,014.29; Regular Savings, closed; Tax account $12,796.43; Equipment Fund $4,322.33 and Room Tax $4,001.30.

Payment of Bills in the amount of $32,566.12. Motion was made by Charly Ray seconded by Larry Nelson to approve payment of bills as presented.  Motion carried.

Citizens Concerns and Comments –

Deb Gierczic pointed out that the handicapped access to the building for public meetings was not cleared of snow.

Road Report – In the absence of Road Superintendant Mike Yonan Al House reported that cutting of trees has taken place with new buzz saw and that the cable on plow broke but should be back in operation by the next afternoon.

Paul Norris of Road Eval Committee reported that he had met with Al House and Charly Ray and would be meeting with BC Highway Commissioner next week.  Should have everything in place to report by elections.

Charly Ray reported that he had been in contact with WI DNR regarding Little Sioux and they will be setting up a meeting.

Old Business –

Contract regarding fence at HFNP has been drawn up by legal counsel.  Motion was made by Larry Nelson seconded by Charly Ray to approve said agreement regarding adverse possession.  Motion carried.

Old town Houghton display by Paul Johnson was tabled until January meeting so that Al House can get specific costs.

Pannier quotation regarding Story Boards was reviewed.  Motion was made by Charly Ray seconded by Larry Nelson to an advance payment of 50%.  Motion carried.

Presseller permit was granted by the Bayfield County Zoning Department and Charly Ray stated that he had a problem with this permit being approved.

New Business-

Permit by Mark & Connie Greylak and John and Jane Banko for a Class A Special Use Permit for nightly rentals was reviewed.  Motion to approve and sign was made by Charly Ray seconded by Larry Nelson.  Motion carried.

Report on Wisconsin Lake Superior Scenic Byway was presented by Beta Bodin.

Election accessibility Report was reviewed.  Motion was made by Larry Nelson seconded to Charly Ray to comply with the extension on the landing at the top of handicapped ramp.  Motion carried.

Correspondence –

No action needed.

Set caucus date for January 8^th, 2013 at 7:00 p.m.

Next regular town meeting set for January 8^th, 2013 at 6:00 p.m.

Motion to adjourn was made by Charly Ray seconded by Larry Nelson.
