Monthly Board Meeting August 8th, 2017

Meeting was called to order at 6:00 p.m. by Chairman Charly Ray.

Roll call:  Supervisor Larry Nelson, present; Supervisor Don Jenicek, present; Chairman Charly Ray, present; Clerk Wanda Hyde, present and Treasurer Kelly Warren, present.  Other present:  David Hyde, Bob & Nicola Cuty, David Warren, Mike Yonan, Cary Bouchard and Paul Johnson.

Minutes of July 11th, 2017.  Motion was made by Don Jenicek seconded by Charly Ray to approve as presented.  Motion carried.

Treasurer report was given by Kelly Warren.  Checking $24,404.77; Equipment Fund $1,828.57; Room Tax $4,209.56 and Tax Levy $13,058.43.

Citizens’ Concerns – None at this time.

Roads Report by Mike Yonan.  Northwoods has Maki Road ready for paving and then postponed because of the rain.  Patched Big Rock Road where slump is in the road bed.  Rock is laid on Smith Fire Lane and bill has been sent to Bayfield County Forestry.  Have been using Reclaimer on some roads.

5 year Road Plan

Big Rock Slump is being watched and will see how budget goes as we get farther into the year.

Maki Road extension of paving project West of Washington Ave for 800 ‘was discussed and agreed to with estimate cost around $19,000.00.

Discussion of Possible action HFNP trail Work.  Don met with Bob and Nicola Cuty and Mike and Butch at the area on the Cuty property.  Trail improvement discussed was narrowing trail to 6’ width by using beams with rock inside and a split rail fence 90’ along the trail on both sides.

Don Jenicek will be contacting Mike Friis to set up a special meeting.

Charly Ray will work with BC Zoning on permit application for trail work.

Don Jenicek volunteered to see what it would take to correct the new sign at HFNP.

Discussion and possible action on rock climbing at HFNP by Cary Bouchard.  Cary stated ”that the Town of Bayview is allowing climbing from Lake Superior unto rocks which is causing erosion and limiting activity would be by State Statute.”  Charly Ray stated “it would be very difficult to stop public use.”

Don Jenicek stated that “No rock climbing” in the preserve was set to prevent people from climbing with spikes and ropes in the Dells and falls.

September 9th, 2017 Town Picnic at Noon would be held at Bayview Beach Pavilion unless bad weather, where it would be moved to the Town Hall.

Wanda Hyde would need to see Heart Graphic gets mailing list for the Postcard regarding picnic.

Heritage Center update/discussion – No action.

Discussion and possible action on loan for Maki Road. Motion made by Don Jenicek and Larry Nelson seconded to borrow $150,000 to pave Maki Road from STH 13 to Washington Ave and Maki Road West of Washington Ave for an additional 800’.  Motion carried.

Bills in the amount of $46,306.27.  Motion was made by Charly Ray seconded by Don Jenicek to pay bills as presented.  Motion carried.

Correspondence – No action necessary.

Next meeting is set for Wednesday, September 6th at 6:00 p.m.

Motion to adjourn was made by Don Jenicek seconded by Charly Ray at 7:45 p.m.
