Monthly Board Meeting
August 13th, 2013
Meeting was called to order by Supervisor Larry Nelson at 6:00 p.m.
Roll Call: Chairman Charly Ray, absent; Supervisor Larry Nelson, present; Supervisor Greg Rozier, present; Treasurer Carol DeMars, present and Clerk Wanda Hyde, present. Others present: David Hyde, Woody Peterson, Al House, John Warren, Doug Summers, Kelly Warren, Dave Warren, Dennis Daigle Jr., Wendy Murphy, Mike Yonan, Paul Norris, Deb Gierczic, Rita Sharp, Deb O’Leary, Paul Johnson, Linda Peterson and Jason Gierczic.
Motion was made by Larry Nelson seconded by Greg Rozier to approve Regular Town minutes of July 9th, 2013. Motion carried.

Treasurer Report was given by Carol DeMars. Checking $7,204.90; Tax Account $27,500.21; Equipment fund $2,230.01 and Room Tax $3,045.97.
Payment of bills in the amount of $24,997.33. Motion was made by Greg Rozier seconded by Larry Nelson to approve and pay bills as presented. Motion carried.
Citizens Concerns & Comments –
A group of residents from Houghton Falls Road was present with Al House as their speaker. Al House stated that the residents would agree to pay $12,000 to help fix Houghton Falls Road and presented the Town with a quote from Fahrner in the amount of $42,177.59 to apply chip seal. Larry Nelson volunteered to work with Scenic ByWays and Houghton Falls group to see if they would be any help with this project. Committee also requested a study be done to possibly reduce speed limit to 30 mph.
Greg Rozier asked if Committee could work with us until time of Big Rock Road project was set, working with FEMA but costs are varying. Treasurer Carol DeMars would check into a possibility of Town Assessment of residents to cover cost of Houghton Falls Road improvements.
A group of residents of Freedom Valley Road Association came to request that ½ mile of Freedom Valley Road be added to Town Roads. Greg Rozier volunteered to check with Dave Lamont, WI DOT to explore this option and report back at next month’s meeting.
Rita Sharp requested that board look into putting a sign up on STH 13 showing the public where Houghton Falls Nature Preserve is located. Larry Nelson will check into Scenic Byways possibly putting this sign up.
Johnson –Leino Road was discussed.
Paul Johnson presented the board with a Diorama policy with suggesting for Centennial diorama policy while at the Bayview Town Hall. After reading suggestions, Wanda Hyde pointed out that Diorama would have to be removed if town hall was rented for a party for the Diorama’s safety.
Road Report –
Luke has been cutting grass. Have been working on Maki Road, replaced culvert on Whiting Road, cold patching on Bodin Road. Finished pavilion in time for Centennial.
Discussion of trucks hauling pulp on Whiting Road. Greg Rozier volunteered to check with County or Sappy to divert trucks to Smith Fire Lane.
TRIP program for 2014-2015 has not started yet.
Pavilion fee was discussed because of the garbage issues. Motion was made by Joe Johanik seconded by Butch Warren to set fee at $50 and if cleaned up $25 would be returned. Not sure this is legal.
Old Business –
Employee evaluation plan by Larry – tabled
Potential Land Acquisition – tabled.
New Business –
Update time cards – tabled.
Waste Management Contract– Wanda Hyde contacted Waste Management regarding over charging. They have since started charging the quoted price and a credit will be forthcoming. Waste Management is expected to reply with reduced rates. Contract runs out in Jan 2014. Contacted Eagle Waste for rates and a 4 yard dumpster with reduced fees in winter months would be $65 and fuel surcharge is currently at 13% which would be savings of approximately $28 per month.
Disaster Proclamation #13-03. Motion to approve and sign Disaster Proclamation #13-03 was made by Greg Rozier, seconded by Larry Nelson. Vote was 2 for and 0 against. Motion carried.
Larry Nelson volunteered to look into a Coastal Management Grant for Little Sioux. Grant applications are due November 4th, 2013.
Next meeting set for September 10th, 2013 at 6:00 p.m.
